From the upcoming school year, Ukrainian schoolchildren will study according to a new strategy that the government has developed to bring students back to offline learning. Find out what the strategy is and how it will affect children, including those studying abroad

Ukraine is introducing the "Offline School" strategy, which should help schoolchildren return to face-to-face education. We tell you how they want to make it a reality.


As explained by the Minister of Digital Transformation Mykhailo Fedorov, this plan includes adaptations for different categories of students, building shelters and preserving teachers' jobs. 


Education in Ukraine


Over the past 4 years, according to the government, the Ukrainian education system has suffered losses. Because of COVID-19 and a full-scale war, Ukrainian children are 2 years behind their peers from other countries, according to the PISA-2022 study.


More than 600,000 children in Ukraine now study remotely and another 390,000 study abroad.


"Online education does not allow children to socialise and develop soft skills. During blackouts, children cannot continue to study. Also, during distance learning, it is impossible to control whether students go down to the shelter," Fedorov said.


How do they want to change the learning system?


The new strategy "School Offline" for returning children to desks will start from 1 September this year. The aim of the project is to return 300,000 pupils to safe face-to-face education. And where face-to-face learning is not possible - to improve the quality of distance learning.

Main aspects of the new teaching strategy


Offline schooling, as explained by the minister, has five main components that cover the needs of different categories of students and teachers:


🔻 Internally displaced children will be taught face-to-face at their place of residence, subject to security conditions. 

🔻 For children abroad, we remove the double workload. Pupils used to study in a foreign school in the first half of the day, and afterwards - remotely in Ukraine. Now they will study remotely only subjects with Ukrainian studies component, for other disciplines points will be re-credited from foreign schools in all classes.

🔻 It is important to keep pupils from the temporarily occupied and frontline territories in the Ukrainian education system, we fight for every schoolchild. It is necessary to adapt education to the demand and conditions of pupils with VOT. Therefore, children will be taught individually, adjusting to the needs and schedule of each child. 

🔻 The foundation for getting children back to school is infrastructure. That's why we build shelters, buy buses and provide devs.

🔻At the same time, no teacher should lose their job. Any changes in the school network will not affect the actual employment of teachers - the MES will give the opportunity to move to the personnel reserve, where there will be an average salary and specialised training. From the reserve, teachers can transfer to another school or have a guaranteed job in the de-occupied territory.
