From now on, in order to obtain passports abroad, men's military registration documents must be entered into the Oberig register and undergo appropriate verification. The Cabinet of Ministers of Ukraine has established a new procedure for issuing passports for men aged 18 to 60 who are abroad. According to this document, the validity of military registration documents will be checked when issuing a passport of a citizen of Ukraine and a foreign passport outside Ukraine.

Verification of documents in passport services abroad: what is known?


When submitting documents to the passport service abroad, employees check the validity of the military registration document through the system of electronic information interaction between the Demographic Register, the departmental information system of the State Migration Service (SMS) and the Oberig Register.

At the same time, those men who applied for a passport before the law on mobilization came into force will be able to receive it only if they present a military registration document and pass a check through the registers.

At the same time, men between the ages of 18 and 25 who have applied to a passport service abroad for a passport or exchange can submit documents even without an entry in the Oberig Register. However, they will be able to receive a ready-made passport only after the relevant entry is made in the Register.

What happens if the military registration document is invalid?


If the Oberig Register receives information about the invalidity of a military registration document, the passport service will have to inform the citizen about the refusal to issue a passport. This will be notified by electronic means of communication, such as telephone or e-mail, or by post.

What happens if there is no information about a person in the Oberig register?


If the Oberig Register does not contain information about a man who has applied for a passport, the passport service abroad will accept his documents without the need to present a military registration document. However, the passport will be issued only after the corresponding entry is made in the Register.

How is the data automatically entered into the Oberig register?


The Cabinet of Ministers has stipulated that based on the results of entering information about persons who do not have an entry in the Oberig Register into the Unified State Demographic Register, the SMS shall compile a list of such citizens and submit it to the Ministry of Defense of Ukraine. The Ministry of Defense, in turn, enters this data into the Oberig Register. This procedure avoids the need to undergo a medical examination to make an entry in the Register.

What data will be entered into the Oberig?


The SMS, based on information from the Unified State Demographic Register, includes the following information
– surname, name, patronymic (if any)
– date of birth,
– gender,
– place of residence and place of stay,
– details of the passport or other documents giving the right to cross the border,
– registration number of the taxpayer's account card and the number of the entry in the Unified State Demographic Register (if any),
– information on the preparation of documents for traveling abroad for permanent residence or staying abroad for permanent residence or returning to Ukraine,
– information on the date of the last departure from Ukraine,
– information about the person's death or declaration of death.

The new procedure, approved by the Cabinet of Ministers, greatly simplifies the process of issuing passports for men abroad, in particular those who do not have an entry in the Oberig Register. Acceptance of documents has become more convenient and transparent, and the process of verification and data entry has become automated and less bureaucratic.
