Men abroad who ignore data updates in the TCC will not be able to obtain a driving licence
Ukrainian men who currently reside abroad and have not updated their data in the TKK will be restricted from obtaining a driver's licence in the country of their residence. Find out more about the services that will no longer be available
The Cabinet of Ministers Resolution No. 918 of 13 August 2024 announces a number of restrictions on the provision of services to Ukrainian men abroad who have not yet updated their data in the CCP. What services will no longer be available and how long the restriction will be in force is described below.
Earlier, we told you how to update your data while abroad and what to do if you did not manage to do it within the specified timeframe.
Restrictions on obtaining a driver's licence for men abroad: what do we know?
As you know, all men of conscription age between 18 and 60 had to update their data in the TCC or the special application Reserve+ within the specified period. This also applies to those who are currently abroad or living abroad for various reasons.
Previously, Ukrainians who left the country had access to services such as renewing or exchanging a driver's licence.
Some Ukrainian men will continue to be able to apply for passports at foreign state-owned document companies. For more information, see here.
However, according to Cabinet of Ministers Resolution No. 918, from now on, Ukrainian men abroad who have ignored the need to update their data will not be able to:
● exchange temporary driving licences for permanent ones;
● obtain a driving licence again in case of loss;
● register your car in the country of residence;
● deregister a car.
It is noted that these restrictions will be in force for the entire period of martial law and for another 3 months after its end.

A reminder for Ukrainian drivers abroad! In order to legally drive on the roads of other countries in your own car, you need a valid Green Card policy.
The Green Card is an international insurance policy for motorists. If you have travelled from Ukraine in your own car, you know that this policy is mandatory for crossing the border. The main thing is to keep track of the policy's validity period and renew it in time.
The insurance company will compensate for any damage that may be caused abroad by a car with a Green Card policy. It's important to remember that damage caused to third parties is covered, but the coverage does not apply to the person responsible for the accident.
It is better to buy insurance online because it is quick and easy. On the Visit Ukraine portal, you can take out a Green Card policy from a licensed insurer. Packages are available for different periods from 15 days to 1 year for cars and trucks, trailers and semi-trailers for trucks, as well as motorcycles and scooters.
