The United Nations Refugee Agency (UNHCR) continues to provide assistance to people affected by the hostilities in Ukraine. This assistance includes, among other things, cash support for the most vulnerable categories of the population.
We will tell you who can apply for payments, their amounts and details of receiving them in our article.
Who can receive assistance from the UN in 2024?
The UN has established clear criteria by which aid is provided to those who need it most. In 2024, the following people are eligible to receive financial assistance:
• Internally displaced persons (IDPs) within 6 months of displacement.
• People who have returned to Ukraine after being forced to move to another country due to military operations.
• Persons who have returned to their places of permanent residence after being displaced to another region of Ukraine due to hostilities since February 24, 2022.
However, it is not enough to simply belong to one of these categories to receive assistance. Additional criteria must also be met:
• Families with one parent (mother or father) and children under 18 years of age or with elderly people (55 years and older).
• Families headed by a single elderly person (55 years and older) or several such persons.
• Families with persons with special needs (disabilities, chronic diseases, etc.).
• Persons who have not received financial assistance from UNHCR or other organizations.
It is also necessary to meet socio-economic criteria: the monthly income per family member must be less than UAH 5400.
The amount of payments
The amount of assistance is calculated based on the minimum consumer basket and covers a three-month period. Vulnerable people can receive UAH 3,600 per household member.

How do I get the allowance?
To find out how to apply for assistance in a particular region, it is recommended to contact UNHCR regional offices or visit their official website.
In addition, in September 2024, the UN World Food Program (WFP) continues to provide additional cash assistance to pensioners living in the areas of active or possible hostilities.
The program has been extended until December 2024 inclusive, and further extensions will depend on available donor funding.
Additional assistance is provided to pensioners who receive a pension of less than UAH 3,250 and live in regions defined by Order No. 309 as areas of active or possible hostilities.
Another important condition is that such pensioners should not have received additional payments from international organizations or housing allowances for internally displaced persons after March 1, 2023.
The amount of the payment from WFP is equal to the difference between UAH 3,250 and the amount of the pension that the pensioner currently receives. These payments are made automatically, without the need to submit additional applications.
WFP uses information from the Pension Fund of Ukraine database, and the funds are transferred to the pensioner's bank card or paid through Ukrposhta branches, depending on the method of receiving the pension.
