The Government of Ukraine has regulated the registration procedure for humanitarian vehicles. This service has been simplified by introducing several changes. Find out exactly what innovations have been adopted and how to take advantage of them

The Cabinet of Ministers of Ukraine has regulated the procedure for registration and re-registration of vehicles imported as humanitarian aid. This should make it easier for donors to transfer vehicles to the frontline. 


What will change?


Among the innovations is the ability to register humanitarian vehicles with the state. At the same time, temporary registration remains available.


Also, a culling service is now available for vehicles on temporary registration, and the procedure for travelling abroad and transferring a vehicle to a third party has been regulated.


Transfer of a humanitarian car to a third party


There is now a clear mechanism for transferring a vehicle from the charitable organisation that imported the car to the final recipient of the humanitarian aid. That is, the car can be re-registered at the service centre of the Ministry of Internal Affairs to the organisation for which it was imported. 


Culling


A culling service is now available for humanitarian vehicles that are temporarily registered. This is especially relevant for those vehicles that perform combat missions on the front line.


Vehicles that have come under enemy fire and cannot be restored can be deregistered at the service centre of the Ministry of Internal Affairs.


Travelling abroad


Cabinet of Ministers Resolution No. 895 also regulates travelling abroad in humanitarian vehicles, which was previously prohibited.


Now, to travel outside Ukraine in a car that is temporarily registered as a humanitarian aid vehicle, you can obtain a certificate of registration of the vehicle for travelling abroad at a service centre of the Ministry of Internal Affairs. The document is issued to the person specified in the temporary registration certificate. This will expand the possibilities of using these vehicles, in particular, for the transport of humanitarian goods.

How to register a car with the state?


To register a vehicle imported as humanitarian aid with the state, you need to apply to a service centre of the Ministry of Internal Affairs with the following documents


- a declaration on the list of goods recognised as humanitarian aid (CMU Resolution No. 953);

- vehicle transfer and acceptance certificate in the form according to Annex 2;

- a document confirming the estimated value of the vehicle (in case of registration of a passenger car);

- a certificate, the form of which is determined by the Ministry of Defence, with a mark of the military commissar on registration;

- organisational and administrative documents (copy of the order appointing an authorised representative, power of attorney issued to the authorised representative to receive the relevant service);

- taxpayer's extract and EDRPOU certificate;

- a document certifying the authorised representative (passport);

- certificate of conformity;

- conclusion/information on expert examination of the vehicle (in case of registration of a used vehicle);

- foreign vehicle registration certificate (except for new vehicles);

- number plates (if any);

- a receipt of payment of the mandatory state pension insurance fee (in case of registration of a passenger car).

There are three options for packages for periods from a month to a year for cars, motorcycles, scooters, trucks, as well as trailers and semi-trailers.


In addition, in the insurance section, you can buy a CTP policy online. Packages with a deductible of UAH 3200, UAH 1600, and UAH 0 are available. Keep in mind that the CTP insurance policy is issued immediately after the car registration. If the police stop the vehicle, the insurance policy will be checked along with other documents.
