Ukrainians who are under temporary protection in Italy may receive more rights thanks to new opportunities that appeared in 2024. The Italian authorities have extended temporary protection and the validity of all certificates until December 31, 2024, allowing those who have this status to change it to another type of residence permit (residence permit). So, what is the conversion, how to do it, what documents need to be prepared and what needs to be taken into account - let's take a closer look.
What does it mean to convert temporary protection to another type of residence permit?
Conversion of a residence permit is an administrative procedure by which a foreign national who already has a residence permit in Italy can change it to another type, but subject to legal requirements. Currently, the law allows for two ways to do this: through employment or business.
Procedure and conditions for converting temporary protection to a work permit
The conversion is standardized, without quotas or additional requirements. You only need to pay tax, stamp duty, for the production of a plastic residence permit (residence permit) and postage.
The provisions of the law on temporary protection stipulate that a residence permit can be converted based on a request from the person concerned for employment or entrepreneurial activity.
Thus, a person who holds a temporary residence permit (permesso temporaneo) and has or plans to enter into an employment contract has the opportunity, in accordance with the amendments adopted on 30.12.2023, pursuant to paragraph 396 of Law No. 213/2023 (Legge No. 213/2023), to convert this permit into a work permit (permesso di soggiorno per lavoro).
It is possible to convert a temporary residence permit into a work permit if you have an employment contract. It is important that the contract provides for a minimum of 20 hours of work per week. To do this, you need to contact a Sportello Amico di Poste Italiane branch, fill out and send a postal kit to the Police Headquarters - Immigration Department at the place of residence or temporary registration (domicilio) of the person concerned.

Documents to submit a conversion request
First of all, you need to go to the nearest post office (sportello AMICO) and ask for a “KIT permesso” envelope. It will contain forms that you need to fill out carefully. The envelope will be given to you free of charge (1 envelope per 1 person). Copies of the required documents are attached along with the completed documents. The envelope must be sent to the police, paying the appropriate fees.
The package of documents must contain:
1. Residence permit (Permesso di soggiorno)
2. Passport or identity card (passaporto o carta d'identita)
3. Employment contract (contrato di lavoro) - at least 20 working hours per week
4. Certificate of residence registration (certificato di residenza) - obtained in the municipality where you are registered
5. Certificate of family composition (certificato stato di famiglia) - also obtained in the commune
6. Tax number (codice fiscale)
7. Documents proving the identity of the employer (Documento d'identita)
8. Income tax return for the previous year (if you had income)
9. Photocopies of the last 3 payslips (buste paga) or photocopies of INPS receipts for the last 3 months.
The total cost of conversion includes payment of a stamp (Marca da bollo) worth 16 euros, postage (30 euros) and a plastic residence permit (80.46 euros).
