Increased liability for offences on Ukrainian roads: what is known about the new draft law?

Recently, a new draft law was registered in the Verkhovna Rada that will change the system of penalties for drivers who systematically ignore traffic rules. The legislative initiative aims to improve safety on Ukrainian roads by introducing stricter sanctions for unscrupulous road users.
What changes the new draft law envisages are described below.
What violations will be subject to stricter liability?
The draft law provides for increased liability for four key types of offences:
- Ignoring pedestrian crossings;
- driving through a prohibited traffic signal;
- violation of the rules for crossing intersections;
- improper overtaking and manoeuvring.
Previously, a driver could break the rules unlimitedly, but now each repeated offence will have consequences:
- first offence: a standard fine (UAH 510);
- second offence: double fine (UAH 1,020);
- third violation: a triple fine (UAH 2,550) and temporary deprivation of rights for 6-12 months.
The drafters of the bill deliberately limited the list of violations. In particular, they left out fines for driving while intoxicated, which already has harsh penalties, and fines for speeding, due to technical limitations of the recording.

The purpose of the new draft law: what do experts say?
Mykola Ilchuk, an analyst at the campaign For Safe Roads, believes that this draft law is the first step towards a full-fledged European-style penalty point system.
The draft law is based on the experience of Poland, where the penalty points system has been successfully operating for over 15 years. The goal is to gradually bring Ukrainian legislation closer to European road safety standards.
Unlike previous attempts, the new draft law does not require additional financial costs, can be implemented immediately and uses the existing police database.
The draft law is an important step towards improving driver discipline and reducing accidents on Ukrainian roads.
For the attention of drivers! Car insurance is not only a prerequisite for legal driving on Ukrainian roads, but also a reliable protection in the event of an accident and in case of unforeseen situations.
According to Ukrainian law, every driver of a vehicle with Ukrainian licence plates must take out compulsory car insurance. Motor third party liability insurance (MTPL) is a Ukrainian insurance policy that compensates victims of road accidents. There are packages available with a deductible of UAH 3200, UAH 1600 and UAH 0.

In addition to damage as a result of an accident, depending on the chosen package, Mini CASCO covers tow truck services, complete destruction of the vehicle as a result of a natural disaster and passive war risks. We offer to purchase a Mini CASCO policy from a reliable insurer for guaranteed protection on the roads of the country online. Three package options are available for periods ranging from a month to a year for cars, motorcycles, scooters, trucks, as well as trailers and semi-trailers.
It is important to know that in order to legally travel abroad with a car with Ukrainian licence plates, you need to take out a Green Card policy. You can apply for a Green Card policy from a licensed insurer on the Visit Ukraine portal. Packages are available for different periods from 15 days to 1 year for cars and trucks, trailers and semi-trailers for trucks, as well as motorcycles and scooters.
