Six new border crossing points to be built on the border: the Government has published a draft Strategy for the Development of Border Infrastructure

Crossing the border is a rather lengthy process: you can stand in queues for hours. However, since the start of the full-scale invasion, the load on the checkpoints has increased significantly. According to the government's strategy, the issue should be resolved by reconstructing existing checkpoints and building new ones. Find out all the details on Visit Ukraine.

According to Opendatabot, in the first 4 months of 2024, the State Border Guard Service recorded more than 7.8 million border crossings. For comparison, in 2021, more than 8 million Ukrainians crossed the border to the European Union. This means that the load on the checkpoints has increased significantly. According to Ukrainians themselves, it takes 2 to 12 hours to queue at the border with Poland. The government has found a way out of the situation by developing a draft Strategy for the Development of Border Infrastructure with the European Union and Moldova until 2030. In late November, the government published a draft Strategy for the Development of Border Infrastructure with the European Union and Moldova until 2030. The Strategy envisages the implementation of the following tasks:

- Developing the border;

- meeting the needs of freight and passenger traffic;

- implementing the Strategy with due regard to border crossing priorities.


In addition to the Strategy, an Operational Plan was also developed, which details the tasks set and identifies the responsible government organisations.


In addition, the Strategy is one of the points of the Ukraine Facility Plan to be implemented in December.


To implement the Strategy, the main stages of work were carried out:

1) Meetings and negotiations to develop the best possible Strategy;

2) Analysing comments and objections.

3) Obtaining approval from the European Commission;

4) Individual work with each responsible CAA.

What innovations does the Strategy envisage?


1. Reconstruction of border crossing points with Poland (6), Slovakia (3), Romania (5), Hungary (3) and Moldova (11);

2. Construction of new checkpoints:

- ‘Bila Tserkva - Sighetu Marmatiei’ with Romania;

- ‘Bila Tserkva - Climauti’ with Romania;

- Ruska-Ulma with Romania;

- ‘Whisper - Izvoreale’ with Romania;

- Velyka Palad - Nagyhodos with Hungary;

- Dyida-Berehdaroc with Hungary.

3. Increase the volume of crossings and speed up the procedure.

4. Introduction of joint customs control with neighbouring countries.

5. Creation of a network of service zones.
