Delivery of passports, issuance of driving licences and more: Ukraine will soon launch e-Consul system abroad

This year, Ukraine plans to significantly simplify consular services for its citizens abroad. Find out what exactly they want to change and when it will start working
The Minister of Foreign Affairs of Ukraine Andriy Sybiga has announced a significant simplification of access to consular services abroad in 2025 with the full launch of the e-Consul system. This initiative is intended to facilitate the receipt of key documents for Ukrainians abroad.
What services will be available in e-Consul?
Automation of notarial services
Under the new system, Ukrainians will be able to use automated notarial services at diplomatic missions abroad. The system will allow you to choose the required type of power of attorney or application, enter the necessary data online, and sign the finished document during your visit to the consul.
Delivery of passports
One of the most anticipated innovations will be the courier delivery of passports, which will be launched in February in several countries. The service will be implemented in cooperation with the logistics company Nova Poshta at an affordable price. This will help avoid repeat visits to the consulate, as Ukrainians will be able to fill in the necessary data on the Diia portal in advance, visit the diplomatic mission only to submit biometric data, and receive the finished passport by post.
Issuance of driving licences abroad
According to the Minister, the issuance of Ukrainian driving licences abroad will begin in the spring of 2025. This service will greatly facilitate the lives of Ukrainian citizens who need to replace or obtain a driving licence while abroad.

Registration of a child's birth abroad
In the second half of 2025, the e-Consul system will offer a comprehensive service for registering the birth of a child abroad. It will include:
- State registration of birth;
- Obtaining Ukrainian citizenship by birth;
- Registration in the State Register of Individual Taxpayers;
- Entering the child's data into the Unified State Demographic Register.
Obtaining a tax number and ID card
The Minister also announced that in 2025, Ukrainians abroad will be able to obtain a tax number (RNOKPP) and an ID card at diplomatic missions. This will allow citizens to resolve important legal and administrative issues without having to return to Ukraine.
The Ministry of Foreign Affairs of Ukraine plans to introduce other digital tools to simplify access to consular services, which will be announced in 2025. According to the head of the Ministry, the introduction of the e-Consul system will make the process of receiving services abroad as convenient as using Diia services in Ukraine.
