What is temporary protection?
Temporary protection is a special form of support provided by EU states to people fleeing the war in Ukraine. It provides Ukrainians in Romania with access to social and economic rights without the need to submit a separate asylum application.
Who can benefit from temporary protection?
• Citizens of Ukraine who arrived in Romania after February 24, 2022, or were on its territory at that time, and their relatives.
• Stateless persons and foreigners who had protection in Ukraine before February 24, 2022, and their relatives.
• Foreigners who legally resided in Ukraine but cannot safely return to their country.

Obtaining temporary protection in Romania for Ukrainians consists of several important steps:
1.Check your eligibility for temporary protection
Temporary protection in Romania is granted to Ukrainian citizens and their relatives who arrived in Romania after February 24, 2022, stateless persons and foreigners who had international protection in Ukraine before February 24, 2022. It is important to make sure that you meet these criteria.
2.Contact the checkpoint or immigration service
To start the process, contact:
• A border crossing point on the Romanian state border.
• The Immigration Service or the Regional Center for Asylum Seekers Procedures and Accommodation in the county where you are located if you are already in Romania.
3.Submitting an application for temporary protection
Once you have been granted asylum, you need to apply for temporary protection. The procedure involves verifying your identity, collecting biometric data and providing the necessary information.
4.Providing personal data
At the moment of contacting the immigration service or when submitting the application, the Romanian authorities take a picture of your face and record the following data:
• Your first name, last name and date of birth.
• Citizenship and gender.
• Identification data (passport, ID card, etc.).
• Marital status, including family relationships.
• Address of residence in Romania.
5.Wait for the decision on granting temporary protection
After submitting the documents, the General Inspectorate for Immigration examines your application and provides you with a document confirming your right to temporary protection.
6.Obtain a residence permit
Once you have been recognized as a beneficiary of temporary protection, you will be issued a residence permit that allows you to legally stay in Romania and exercise your rights.
7.Use your personalized digital code
When you receive your documents, you will also be assigned a personalized digital code. It is necessary to interact with various Romanian state institutions, including medical, social and educational services.
Is it possible to temporarily return to Ukraine? What happens to the protection status?
If an asylum seeker returns to Ukraine, he/she is considered to have voluntarily returned under the protection of the authorities of the country of origin, and from that moment on, the assistance provided by the Romanian state is terminated.
Is it possible to move freely within the country and the European Union while under temporary protection?
Yes, you can move freely within the country as well as the European Union for 90 days within a 180-day period. Keep in mind that you can only exercise the rights granted by temporary protection in the country that issued your residence permit. If you traveled to another EU member state, you will need to apply to the competent authorities in that country to exercise the above rights.
