Appointment and payment of academic scholarships to students, cadets of non-military higher education institutions, clinical residents, trainee assistants, graduate students, doctoral students from among foreigners and stateless persons permanently residing in Ukraine, persons granted refugee status in Ukraine, persons in need additional or temporary protection, occurs in the event that they obtain higher education within the quotas determined by the Cabinet of Ministers of Ukraine and on general grounds.
