The apostille remains one of the most popular procedures among Ukrainians who study, work, get married, or process documents abroad. Without it, many countries do not recognize Ukrainian certificates, diplomas, references, or notarized documents. At the same time, the procedure changed again in 2026: Ukraine expanded the use of the electronic apostille, updated document verification rules, and improved the digital registry.


It is also important to note that an apostille is not required for all countries. Some countries recognize Ukrainian documents without additional legalization thanks to international agreements. What is an apostille and why is it needed?


An apostille is a special international stamp that certifies the authenticity of a Ukrainian document for use abroad. Simply put, it certifies that the document was indeed issued by an official Ukrainian authority, and that the signature and seal on it are genuine.


The procedure is based on the 1961 Hague Convention. If a country is a signatory to the convention, an apostille is sufficient—there is no longer a need to go through the complex consular legalization process.


Ukrainians most often need an apostille for:

- Studying abroad;

- Obtaining a residence permit or citizenship;

- Employment;

- Marriage;

- Starting a business;

- Inheritance proceedings;

- Confirming a child’s birth;

- Submitting documents to foreign courts or government agencies.


An apostille may be required for various types of documents: birth and marriage certificates, diplomas, academic transcripts, court decisions, criminal record certificates, notarized statements, and more.


At the same time, it is important to understand the difference between an apostille and consular legalization. An apostille is valid only for countries that are parties to the Hague Convention. If a country is not part of this system, documents must be legalized through the Ministry of Foreign Affairs and the consulate of the relevant state.

Most often, an apostille is required for:

- Birth certificate;

- Marriage or divorce certificate;

- Certificates of no criminal record;

- Death certificates;

- Proof of residence;

- Medical certificates and records.


In most cases, after obtaining an apostille, the document must also be translated into the official language of the destination country and the translation notarized.


Educational documents


An apostille on diplomas and certificates is particularly relevant for Ukrainians applying to foreign universities or seeking employment abroad.

Which countries do not require an apostille?


Ukrainian documents do not always require an apostille or consular legalization. Ukraine has international agreements with a number of countries that allow for the use of official documents under a simplified procedure.

In such cases, an official translation and notarization are often sufficient for submitting documents abroad.


Under the 1993 Minsk Convention, an apostille is not required in:

- Armenia;

- Kazakhstan;

- Kyrgyzstan;

- Moldova;

- Tajikistan;

- Uzbekistan.


In addition, Ukraine has separate bilateral legal assistance treaties with a number of European and other countries. These treaties also waive the apostille requirement for many official documents.


These countries include:

- Bulgaria;

- Estonia;

- Latvia;

- Lithuania;

- Poland;

- Serbia;

- North Macedonia;

- Georgia;

- Hungary;

- Mongolia, and several other countries.


At the same time, it is important to note that the rules may vary depending on the type of document and the specific institution. For example, a university or immigration authority may additionally require a translation by a certified translator or notarization of the copy.


Before submitting documents, Ukrainians should check the current requirements of the specific country and institution to which the documents are being submitted. This will help avoid a rejection or having to reapply for an apostille while already abroad.


How much does an apostille cost in 2026?


The cost of an apostille in Ukraine depends on the type of document, the government agency, the urgency of processing, and additional services. In 2026, Ukrainians should take into account not only the official state fee but also the costs of translation, notarization, and international document delivery.


For individuals, the standard state fee for an apostille is usually several hundred hryvnias per document. For legal entities, the amount may be higher.
