The Ministry of Digital Transformation regularly expands the functionality of Diia for foreign citizens. Today, residents of Ukraine do not need to carry plastic cards with them, as everyone can now use electronic permanent and temporary residence permits. In addition, foreign nationals can apply for a visa or residency via a smartphone.

We will tell you what services for foreigners are available in Diia, how to use them, and how to add important documents to your smartphone in the article.

EPermit for residence in Ukraine: who can get it?


As you know, martial law has not affected migration legislation, and therefore the rules of entry for foreigners have not changed. Residents of Ukraine (i.e., persons who have a permanent or temporary residence permit) have the right to enter and stay in Ukraine legally if they have the appropriate documents.

As a reminder, a temporary residence permit in Ukraine may be issued on various grounds. These include:

● cultural, educational, scientific, sports, volunteer activities in Ukraine, as well as participation in various international projects;
employment;
investing in the Ukrainian economy or starting your own business;

studying in Ukrainian educational institutions;
family reunification.

A permanent residence permit in Ukraine is issued on the basis of an immigration permit, as well as in some other circumstances. Read more about the procedure for obtaining a permanent and temporary residence permit in our previous article.

As for electronic residence permits, they are issued only to holders of biometric certificates. Therefore, in order for the document to be displayed in Diia, you must have:

● A biometric residence permit issued after April 2018;
● A bank account for authorization with BankID;
● A smartphone with an NFC chip;
● Identification number (RNOKPP).

How to add an electronic residence permit to Diya?


1. Log in to the Diia application;
2. Scroll to the end of the document and click “Add document”;
3. Select “Permanent (or temporary) residence permit” and click “Next”;
4. Click the “Read” button, point your smartphone at the code on the back of the residence permit and scan it;
5. Confirm your identity with a photo.

Also, remember that foreigners will be able to create their own signature - “Diia.Signature” in the application. Thus, they will have an electronic signature of Ukraine and will be able to receive public services online.

The uResidency system in Diia: how does it work?


E-residency is a system in Ukraine that allows foreign entrepreneurs to conduct business online in the country without the need for physical presence.

Thus, foreigners can:

● Obtain resident status;
● Register as a sole proprietor of the 3rd group without physical presence in the country;
● Pay income tax at a rate of 5%;
● Open an online bank account to conduct business.

In particular, taxation and reporting for e-residents has been automated since September 2024, which will ultimately contribute to the development of the state budget and the digital brand of Ukraine.

How to obtain eResidency in Ukraine?


1. Fill out an application through a mobile application or on the website of the e-residency of Ukraine.

2. Visit a Ukrainian consulate to identify and obtain a digital certificate.

3. Open a bank account and register a sole proprietorship.

EVisa for foreigners: who can get it and how to get it?


An e-visa is a short-term visa to enter Ukraine. Foreigners can obtain it without leaving their homes through a simple procedure. An e-visa allows one or two entries to the territory of Ukraine and a maximum stay of 30 days.

The e-visa can be obtained by civil servants, foreign correspondents and members of the press traveling to Ukraine for cultural, scientific, educational and sports purposes. In addition, citizens visiting Ukraine for private, tourist or medical purposes can also obtain a visa.

The list of nationalities that can obtain an e-Visa is available on the website of the Ministry of Foreign Affairs of Ukraine.

How to apply for an eVisa?


The e-visa application process is convenient and modern and follows a quick procedure:

1. Register on the web platform of the Ministry of Foreign Affairs;
2. Fill out an online application form, upload photos and scanned copies of documents (passport, invitation, etc.) and pay the consular fee online with a bank card;
3. Receive an e-Visa by e-mail;
4. Present the printed e-Visa together with your passport to Ukrainian border guards when entering the country. (e-Visa is valid for entry across international borders).

Please note! If the MFA platform is not available, contact the hotline ([email protected]) to apply for an e-Visa.

Foreigners can apply for an e-visa at their convenience from anywhere in the world and do not need to visit consulates or other relevant institutions to obtain a ready-made visa. After submitting the documents, the status of the visa application can be checked online. The Ministry of Foreign Affairs of Ukraine always provides information support to applicants.

When applying for a visa, you can choose your own visa processing time: urgent (1 business day), standard (3 business days).

Entering Ukraine in 2024: border crossing rules and security recommendations


It is worth remembering that depending on the purpose of the trip to Ukraine (business, private, tourist, medical), documents confirming the purpose of the trip may be required (for example, an invitation letter, a paid tour, hotel reservation, proof of family ties, etc.)

In addition, regardless of the duration of your trip, it is mandatory for every foreign citizen to obtain an appropriate insurance policy. Given the existing threats, we recommend taking out insurance covering military risks, which will guarantee the protection and provision of medical care to foreign nationals in unforeseen situations. You can take out such insurance from a licensed and trusted insurance agent online on the Visit Ukraine portal.

Safety should be your priority while staying in Ukraine. Therefore, we strongly recommend that you strictly adhere to the following two rules:

1. Observe the curfew in the area where you are staying;

2. Find out in advance where the nearest shelter is located (you can do this through the interactive map of shelters in Diia) and stay there during the air raid. To be informed of the danger, install the Air Alert mobile application on your smartphone (from the App Store or Google Play) to receive threat alerts.
