Green card insurance policy is an international policy of civil liability for drivers. Currently, the document is mandatory when traveling abroad for all vehicles registered in Ukraine.

However, there are cases when the policy expires when you are already in another country.

Why is it mandatory to buy a Green Card? 

Green card is an international insurance policy that is required in European countries. It is an analog of a compulsory CTP insurance policy in Ukraine, but it is valid in all European countries that are members of the international Green Card automobile insurance system.

In the event of an accident abroad, the Green Card covers damages caused to third parties, but not to the culprit of the accident. In other words, the insured event covers losses to the injured party.

In 2023, a Green Card is a prerequisite for crossing the border by car from Ukraine to the countries that are members of the system. This is enshrined in Article 16 of the Law "On Insurance", which stipulates that the owner of a vehicle leaving Ukraine is obliged to conclude an international civil liability insurance contract and obtain a Green Card insurance certificate.

Where can I get a Green Card?

You can apply for a Green Card policy from a licensed insurer on the Visit Ukraine portal using the following procedure:

• Choose one of the available packages: for 15 days, 1 or 6 months, or a year.

• Specify the period of travel, the type of vehicle, and then select the start date of the insurance.

• Enter information about the car: state number, make and model of the car, year of manufacture, city of registration, VIN code and country of destination.

• Enter your contact information: Full name, contact number, passport details, date of birth, address of residence, TIN and e-mail address.

• Confirm the entered information.

• Pay for the insurance policy.

Important! All information must be filled in in Latin letters.

It is worth taking out a policy in advance, as it comes into force the day after the conclusion of the contract.

How to buy a Green Card abroad?

Starting from September 1, 2022, according to the MTIBU, the Green Card can also be obtained in the form of an electronic document, but it must be printed on paper (black and white printing is allowed).

If the Green Card expires abroad, there are two ways to resolve this situation:

- Obtain local insurance in the country of residence.

- Purchase a new Green Card policy in Ukraine online.

It is recommended to choose the second option, as it will avoid additional costs. For example, an annual motor third party liability insurance policy in Poland costs approximately 400 euros, while in Germany this cost starts at 900 euros. Comparatively, a Green Card in Ukraine for the same period will cost 200 euros.

What should I do if my Green Card policy expires abroad?

You should not panic if your Green Card expires while abroad. It can be easily purchased online.

Is there a penalty for not having car insurance abroad?

There are significant fines for not having a Green Card. For example, in Poland, if you don't have a policy for the first 14 days of your stay, the fine can be 2,800 zlotys, and if you exceed this period, the cost will double, reaching 5,600 zlotys. In Germany, drivers of vehicles without insurance violate the law and can be imprisoned for up to 6 months, as well as pay a fine determined by the court.

What is the cost of the Green Card insurance policy?

The Green Card insurance tariff, as well as for CTP insurance, is the same for everyone. Therefore, the price of such insurance in most insurance companies will be almost the same. 

The cost of each specific policy depends on:

- type of vehicle

- country of travel;

- the duration of the trip.

The average cost of a 1-month policy is about 40 euros, and an annual policy costs 210 euros.

One of the main advantages of the Green Card is that the insurance is valid in any European country. Therefore, you can travel without additional costs.

You can extend the Green Card even while abroad, because now the policy is issued online. After payment, you will receive an electronic copy, which is as valid as a paper copy. 

The list of documents for applying for a Green Card

To apply for a Green Card policy, you will need:

• Foreign passport or driver's license;

• Car registration certificate;

• TIN code.

At each step of applying for a new card, all data is automatically entered into the database. After this procedure, the system assigns each insurance policy a unique number that does not repeat. You can also check the status of the policy online on the MTIBU website.
