eOselya: how to get a loan for your own home and how many Ukrainians have already received money

The eOselya program provides Ukrainians with the opportunity to obtain a loan to purchase their own home. Launched by the President of Ukraine, this initiative aims to provide housing for those who do important work for the state. eOselya is a government initiative that provides affordable housing loans to those who sacrifice their lives to defend their homeland, treat and educate Ukrainian citizens.


We will tell you how to participate in the program, what the terms are, and how many people have already used it in 2023. 


Affordable housing loan program eOselya: details


For whom is the program available?


 Contract servicemen and their families: defenders of Ukraine and security forces.

 Healthcare professionals: specialists of state-owned and municipally owned healthcare facilities.

 Teachers: employees of educational institutions in state and municipal ownership.

 Scientific and scientific-pedagogical workers: employees of educational and scientific institutions in state or municipal ownership.


Loan terms and conditions


 The preferential rate for the entire loan term is 3%;

 maximum loan term - 20 years;

 minimum down payment - 20%;


Currently, you can apply for the program at the following banks: Oschadbank, PrivatBank, Globus Bank, Ukrgasbank, Sky Bank. It is noted that the list of banks will be updated.


Who can participate in the eOselya program?


 Citizens of Ukraine over the age of 18 at the time of loan application.

 Age not older than 70 years at the time of loan repayment.

 Solvent individuals.

 Persons who do not have their own housing at all or it is:

— less than 52.5 m² + 21 m² for each additional family member (your spouse and minor children living with you):
— is located in the area of hostilities or in the temporarily occupied territory;

 You are not on the sanctions lists.

 The person does not participate in other existing government housing programs.

How many families received a loan to buy a home under the eOselya program in 2023?


As of 2023, 6,073 families have taken advantage of loans under the eOselya program, having concluded mortgage agreements worth more than UAH 9 billion. This information was made public by Deputy Minister of Economy of Ukraine Nadiia Bihun. 


In particular, 262 loans totaling UAH 422.1 million were issued last week.


Under the program, 136 military and security personnel, 25 teachers, 20 doctors and 5 scientists received a preferential rate. Loans at 7% were granted to 73 Ukrainians without their own housing, 2 internally displaced persons and 1 veteran.


Residents of Kyiv (65) and Kyiv region (52) are the leaders in terms of the number of mortgage loans. In addition, loans were obtained in Lviv (15), Vinnytsia and Khmelnytskyi (13), and Rivne, Odesa and Volyn regions (10 each).


Loans are most often used to purchase housing on the secondary market (204 cases) and from developers (50 cases). 


In addition, 8 Ukrainians received loans to purchase housing in newly constructed facilities.


As noted above, the program is open to representatives of various professions and citizens who do not own their own housing or seek to improve its conditions. For contract servicemen of the Armed Forces of Ukraine, teachers, doctors and scientists, a preferential rate of 3% per annum is provided, while for other categories, such as combatants, veterans, IDPs and other citizens, the mortgage rate is 7%.


How to get a home under the eOselya program: an algorithm of actions


1. Apply through the Diia application.

2. Get offers from banks and choose one of them.

3. Check your data and documents in the selected bank.

4. Choose a home and submit the necessary documents to the bank.

5. Sign a contract with the bank and a purchase and sale agreement.


As you know, the eOselya affordable mortgage lending program has been in effect since October 2022.
