‘eOselya is a government initiative that provides affordable housing loans to those who sacrifice their lives to defend their homeland, treat and educate Ukrainian citizens.

We will tell you how to take part in the programme, what the terms are and how many people have already benefited from it.

The eHouse affordable housing loan programme: details


Who is eligible for the programme?


- Internally displaced persons and their families;
- Contract servicemen and their families: defenders of Ukraine and security forces.

- Healthcare professionals: specialists of healthcare institutions in state and municipal ownership.

- Teachers: employees of educational institutions in state and municipal ownership.

- Scientific and scientific-pedagogical workers: employees of educational and scientific institutions in state or municipal ownership.

Loan terms and conditions


- The preferential interest rate for the entire loan term for contract servicemen of the Armed Forces of Ukraine, security forces, teachers, doctors and scientists is 3%. For combatants, veterans, IDPs and other citizens - 7%;

- the maximum loan term is 20 years;

- minimum down payment - 20%. For young people under 25 years of age - 10%;

Currently, you can apply for the programme at the following banks: Oschadbank, PrivatBank, Globus Bank, Ukrgasbank, Sky Bank. It is noted that the list of banks will be updated.

Updated rules of the eHouse programme in 2024


On 4 October 2024, the Government of Ukraine made changes to the eHouse programme. From now on, certain categories of the population are allowed to buy housing up to 10 years old. Let's take a closer look.

Internally displaced persons and their families have the opportunity to purchase apartments built no earlier than 2014 throughout Ukraine. The same option is available for military personnel, law enforcement officers, healthcare professionals, educators, scientists, veterans and their families, but only in five regions: Chernihiv, Sumy, Kharkiv, Zaporizhzhia and Kherson.

In other regions, representatives of the above-mentioned professions and veterans are restricted from purchasing housing that is less than three years old. This rule also applies to all other Ukrainian citizens, regardless of their place of residence.

This approach is intended to stimulate the development of housing stock in the regions affected by military operations, while supporting the construction industry across the country by meeting the demand for new housing.

The new rules of the eHouse programme will come into effect one month after their official publication. However, special conditions for housing purchased for the benefit of internally displaced persons will be in effect from 18 December.

Who can participate in the eHouse programme?


- Citizens of Ukraine over the age of 18 at the time of loan disbursement.

- Not older than 70 years at the time of loan repayment.

- Solvent individuals.

- Persons who do not have their own housing at all or it is

- less than 52.5 m² + 21 m² for each additional family member (your spouse and minor children living with you);

- is located in the area of hostilities or in the temporarily occupied territory;

- You are not on the sanctions lists.

- The person does not participate in other existing state housing programmes.

How many families received a loan to buy a house under the eHouse programme in 2024?


As of 2024, 13,000 families have taken out loans under the eHouse programme, concluding mortgage agreements worth over UAH 21 billion.

As already mentioned, the programme is open to representatives of various professions and citizens who do not own their own housing or want to improve its conditions.

Contract servicemen of the Armed Forces of Ukraine, teachers, doctors and scientists are entitled to a preferential rate of 3% per annum, while other categories, such as combatants, veterans, IDPs and other citizens, are entitled to a mortgage rate of 7%.

How to get a home under the eHouse programme: the algorithm of actions


1. Apply through the Diia application.

2. Get offers from banks and choose one of them.

3. Check your data and documents at the selected bank.

4. Choose a property and submit the necessary documents to the bank.

5. Sign the agreement with the bank and the purchase and sale agreement.

As you know, the eOselya affordable mortgage lending programme has been in place since October 2022.
