In a number of major Polish cities, Ukrainians can take the theory test for a driving licence in their native language.

This option was introduced in view of the large number of Ukrainians in Poland. It is in high demand, as many people had previously put off taking the theorycourse due to a lack of knowledge of the Polish language.

In which Polish cities can you take the driving test in Ukrainian?

The option to take the theory test in Ukrainian is available in Tarnów, Kraków and Nowy Sącz. This option is also available in Warsaw, Lublin, Zielona Góra, Olsztyn, Gdańsk and Białystok.

At the same time, Pavlo Hurgul, director of the MORD department in Tarnów, noted that the practical test will still have to be taken in Polish, and recommended that Ukrainians use the services of an interpreter if necessary. However, according to him, such a need will arise extremely rarely, as the examiner’s instructions are understandable even to people with a basic knowledge of Polish.

How to obtain a driving licence in Poland: conditions and rules

In order to complete the training process and obtain a driving licence in Poland, a foreign national (a refugee from Ukraine or a citizen of a non-EU country) must meet two conditions:

1. the person has reached the required age (14, 16, 18, 21 or 24 years old, depending on the category);

2. they must have proof of residence in Poland for more than 185 days.

If these two conditions are met, you can register, undertake training and sit the tests (theory and practical) to obtain a driving licence. What does this process look like in detail?

Step 1. Obtaining a PKK number

Obtaining a Profil Kandydata na Kierowcę (PKK) at the Transport Office can be described as registering your intention to undertake training. Obtaining the number usually takes one working day. To apply for a PKK, a foreign national must provide:

– an application form (you can download the Wniosek o wydanie prawa jazdy here);

– proof of identity;

– confirmation of the right to stay in the country for more than 6 months (residence card, visa, etc.);

– a photograph (3.5 x 4.5 cm);

– a medical certificate (issued by the Occupational Health Department in most clinics in Poland; the cost of the service is 200 zlotys).

Step 2. Choose a driving school and complete the course

The choice of driving school depends on location, opening hours, course duration and the preferences of the foreign national wishing to obtain a driving licence. There are no strict rules here.

The minimum course duration is 30 academic hours of theory and 30 hours of practical training.

The cost of training depends on the region and the school’s reputation — the average price ranges from 1,900 to 2,900 zlotys (excluding other expenses).

Step 3. Taking the exam at WORD

To obtain a driving licence, you must pass two exams at the Provincial Road Traffic Centre (WORD).

The same documents required for obtaining a PKK number are needed to be admitted to the exam.

Theory

Waiting time after registration: 4–5 days

Cost: 55 zlotys

Format: electronic test (maximum score — 74, passing threshold — 68 points).

If the theory test is not passed on the first attempt, the candidate is entitled to register for a retake (in some cities, the second attempt costs more). It is also worth noting that the certificate you receive after the test obliges you to take the practical part of the test within the next 6 months. Otherwise, the results will be invalidated.

Practical Test

Waiting time after registration: 1–2 weeks in major cities

Cost: 222 PLN (category B)

Format: assessment of knowledge and skills regarding vehicle preparation for driving, as well as driving skills on a test site and in the city

From 2024, the rules for the practical test have changed: the examiner will not point out any mistakes made until the end of the test (even if the driver has already failed the practical test).

Step 4. Obtaining a licence at the Transport Office

After successfully passing both tests, the driver can obtain a driving licence at the Transport Office. To do this, you must submit a set of documents (as when obtaining a PKK number) and supplement it with certificates of test results, as well as pay a state fee of 100.50 PLN. For an additional fee, you can fill in a special form and order an international driving licence instead of a Polish one.

Remember! To travel freely in Poland and 48 other countries in a car with Ukrainian registration, the driver must have a ‘Green Card’ insurance policy. Failure to have insurance or having expired insurance risks not only fines that are several dozen times higher than the annual cost of the insurance policy, but also the impoundment of the vehicle and deportation from the country with a subsequent entry ban. Get your ‘Green Card’ sorted right now.

Please note! If you are planning to travel from Ukraine to Poland in your own car, you should familiarise yourself with the driving regulations in the country to avoid any unpleasant situations. Find out more about checkpoints, necessary documents, convenient routes and the main provisions of the highway code.

Frequantly
asked questions
Do Ukrainians need to exchange their driving licences for Polish ones?
Under general European Union rules, if you stay in Poland for more than 185 days a year and have established the centre of your vital interests in this country, you are required to exchange your national driving licence for a Polish one. Note: For persons benefiting from temporary protection (PESEL UKR status), the deadlines and requirements may be governed by separate special laws that extend the validity of Ukrainian licences. However, in the case of long-term legalisation (e.g. via a Residence Card), the exchange is mandatory.
