How can a foreigner in Ukraine obtain a police clearance certificate?

A certificate of no criminal record is a document that confirms that the individual in whose name the document is issued has not been prosecuted, is not convicted and is not wanted in Ukraine. The law provides that any person, both Ukrainians and foreigners residing in Ukraine, may obtain a police clearance certificate. 


When do I need a police clearance certificate?


The cases when a foreigner may need a certificate of no criminal record include 

– obtaining Ukrainian citizenship;

– obtaining a temporary or permanent residence permit in Ukraine;

– when applying to institutions of foreign countries;

– when applying for adoption, guardianship;

– creation of a foster family or family-type children's home;

– participation in a tender;

– for obtaining a weapons permit;

– to obtain a license to work with explosive substances;

– for a package of documents when applying for a visa to travel abroad;

– when submitting documents to social security authorities;

– for obtaining a license to work with narcotic drugs, psychotropic substances;

– for registration or renewal of documents;

– to obtain a driver's license;

– for presentation at the place of demand and in other cases provided for by law.


Where can I get a police clearance certificate?


A certificate of no criminal record in Ukraine is issued by the authorized bodies of the Ministry of Internal Affairs. A person may apply for a police clearance certificate at a territorial service center of the Ministry of Internal Affairs.

Documents required to obtain a certificate of no criminal record


To obtain a certificate of no criminal record, a person must prepare 

– copies of all pages of the passport and their translation into Ukrainian;

identification code;

– application for the certificate.


In addition, the applicant must:

– indicate all previous names and surnames, if they have been changed, and provide copies of all documents confirming this change;

– indicate the place of birth and current place of residence (place of temporary registration of a foreigner);

– indicate the purpose for which the certificate is issued and other personal information.


Validity of a certificate of no criminal record in Ukraine


For presentation on the territory of Ukraine, the certificate is valid for 90 days. For presentation to consulates or foreign missions, this certificate is valid for 60 days.


Please note that with the help of a lawyer, the time for issuing the certificate is 14 days.
