The European Business Association, in partnership with labor market analyst Tetiana Pashkina, conducted a study and identified the main trends in the labor market in wartime. Staff shortage in Ukraine: how many companies are experiencing it and who are they looking for?


According to the survey, 74% of businesses are experiencing a staff shortage. At the same time, 17% are partially experiencing a shortage of staff and 7% do not experience a shortage of staff at all. It is noted that this figure has increased significantly compared to the previous period (55% in the fall of 2023).


The HR community told us which vacancies are currently the most difficult to fill. Among them are:

– middle and senior managers (directors, executives);

– specialists with a narrow profile;

– specialists with knowledge of English;

– marketers, IT specialists, HR, secretaries, sales managers;

– lawyers, attorneys, auditors, financiers, logisticians, business analysts, foreign trade managers and customs brokers;

– engineers, chemists, pharmacists, agronomists and microbiologists;

– locksmiths and mechanics;

– production and service personnel, as well as shop workers (cooks, bakers, and pizza makers).

What other problems do you see on the labor market in Ukraine today?


According to the respondents, the main problems of the Ukrainian labor market are:


– lack of talent;

– mobilization;

– desire to work separately;

– outflow of qualified personnel and students leaving to study abroad;

– employee burnout and fatigue;

– unwillingness of recruiters and employers to cooperate with candidates aged 40+;

– low level of inclusiveness, few initiatives to engage veterans and people with disabilities;

– lack of strategic management of demographic processes;

– redistribution of labor within the country (concentration of candidates in safer regions);

– Ukrainian business continues to operate in the “gray” or “black” field, which does not attract the return of the population that left;

– lack of specialists with knowledge of English;

– official employment of persons liable for military service (due to the risk of being mobilized);

– disproportion between the salary expectations of candidates and the financial capabilities of the business.
