On Tuesday, April 23, the Verkhovna Rada passed Bill No. 10 177, which will allow students to form their individual educational trajectory, regulate the pace and duration of their studies. This was announced by Mykhailo Fedorov, Vice Prime Minister of Ukraine for Innovation, Education, Science and Technology Development and Minister of Digital Transformation, on Telegram.


“We are bringing the Ukrainian higher education system closer to European standards,” the statement reads.

Parliament passes law on new higher education system: details


The main changes for students mean that they will be able to determine their own educational trajectory, regulate the pace and duration of their studies, and, if necessary, change their specialty after a year or a year and a half of study.


“For example, a student has not yet decided on a specific specialty, so he or she enters the interdisciplinary program ‘Social Sciences’. There are several specialties within it: sociology, social work, and political science. After a year and a half, the student decides that political science is closer to him or her, chooses this specialty and continues to study it purposefully. Those who have decided on a specialty from the beginning will be able to continue to enroll in it immediately,” the minister explained.


In addition, contract students will be able to determine the duration of their studies at the university. A student will be able to complete a bachelor's program in three years or combine study and work and complete it in 6-8 years.


For regulated fields, such as law, medicine, or law enforcement, the requirements for competencies and learning outcomes will be defined in detail. In such cases, state qualification exams will be required.

What else does the draft law say?


People's Deputy Iryna Gerashchenko has made the details public:


• higher education institutions will independently develop educational programs, taking into account the requirements of the law;

• the possibility of awarding additional professional qualifications is introduced;

recognition of the results of non-formal and informal education;

• the minimum number of hours of training in one ECTS credit is introduced (at least 10 hours at the bachelor's degree, at least 8 hours at the master's degree);

• an individual curriculum may provide for an annual study load of 30 to 80 ECTS credits;

• the period of study can be reduced by 25% by increasing the number of credits during the year of study. This means that it will be possible to complete a bachelor's degree in 3 years.


“When the draft law was finalized for the second reading, the controversial provisions on the abolition of part-time and evening forms of education were removed,” she said.
