Sooner or later, most Ukrainians have to deal with the process of re-registering a vehicle. Below, we explain what you need to know about this process, what documents to bring with you, and, in general, how re-registration works.


When is vehicle re-registration required?


Vehicle re-registration is not only required when the owner changes. It is also necessary in the following cases:

● a change in the owner’s place of residence or personal information;

● loss or damage to the registration certificate;

● a change in the car’s color;

● vehicle modification or body replacement;

● a change in the legal entity’s location.


Important update: in the event of a change of ownership, the car is no longer deregistered—the procedure is carried out immediately through re-registration.

How to re-register a car via Diya?


First of all, to re-register a car online, the “seller” and “buyer” must log in to the Diya portal. Next, the seller must fill out an application for re-registration of the car.


1. In the “Diya” app, select the “Driver” section — “Sell a Vehicle.”

2. Select the car and confirm the details.

3. Specify the agreed-upon price and contact information.

4. Send a request to the buyer via a QR code or link.

5. After the buyer fills in the details, sign the contract with an electronic signature.

6. Wait for verification by the Ministry of Internal Affairs Service Center and receive a notification.


Please note! The service automatically retrieves the necessary information about the car from the registry. You only need to fill in the empty fields.


After an employee of the Ministry of Internal Affairs service center processes the application, an electronic vehicle registration document will appear in Diia. After that, the new owner will need to visit the Ministry of Internal Affairs service center to receive new documents and license plates for the car.

Re-registering a car through the Ministry of Internal Affairs Service Center


Ukrainians can apply to re-register a car at any service center, regardless of the place of registration. Both the seller and the buyer of the car must come to the facility. To see a specialist, you must obtain a ticket for the electronic queue.


To re-register, you must provide:

1. From the seller: passport or ID card, TIN, vehicle registration certificate, document confirming ownership (if necessary).

2. From the buyer: passport/ID card, TIN, proof of payment for administrative services, application (filled out on-site or online).


Additional documents may also be required—for example, a power of attorney, a certificate of inheritance, or documents regarding modifications.


Alternative documents are accepted for foreigners or individuals with temporary protection: a residence permit, a refugee certificate, or other proof of legal residence.


What is a vehicle inspection report and when is it required?


An expert report on a vehicle is a procedure similar to a standard vehicle inspection. During this process, specialists verify that the vehicle matches the data specified in the documents (body, engine, etc.). This inspection is conducted by specialists from the Expert Service of the Ministry of Internal Affairs or other state specialized agencies with the appropriate authority.


The expert report confirms the absence of any destruction, forgery, or alteration of the serial numbers of vehicle components and assemblies, as well as the absence of forgery in the accompanying registration documents.


After completing all the above procedures and re-registration, the new owner must receive updated documents and license plates for the vehicle.


As of 2026, an expert inspection is not mandatory in most cases. It is conducted at the request of the owner or buyer. It remains mandatory only for used vehicles imported from abroad.


Please also note: after re-registering the car, it is important to arrange insurance. If you plan to travel abroad, be sure to obtain a Green Card.
