Permanent residence permit is a document that certifies the identity of a foreigner or stateless person and confirms the right to permanent residence in Ukraine. The grounds for obtaining the service are obtaining an immigration permit and arrival for permanent residence in Ukraine.


Who can obtain a permanent residence permit in Ukraine?


The following persons are eligible for a permanent residence permit:

➤ foreigners and stateless persons who have immigrated to Ukraine for permanent residence in accordance with the Law of Ukraine "On Immigration"

➤ foreigners and stateless persons who, prior to the decision to terminate their Ukrainian citizenship, permanently resided in Ukraine and, after such a decision, remained permanently residing in Ukraine (in this case, the basis for issuing a permanent residence permit to foreigners and stateless persons is the relevant decree of the President of Ukraine on the termination of Ukrainian citizenship and applications of such persons).


In addition, it should be borne in mind that permanent residence permits are issued to foreigners and stateless persons who:

➤ have reached the age of 16 - on the basis of applications submitted by them personally

➤ have not reached the age of 16 or have been recognized as having limited legal capacity or incapacity - on the basis of application forms submitted by one of the parents (adoptive parents) with whom the persons live on the basis of an immigration permit, guardians, trustees.


How to apply for a permanent residence permit?


The procedure for obtaining a document should be as follows: 

1. Collect the necessary documents;

2. Apply to a state enterprise that belongs to the management of the SMS, an administrative service center and territorial bodies/territorial divisions of the SMS at the place of residence of a foreigner or stateless person;

3. Submit the necessary documents;

4. Obtain a permanent residence permit.

How much does the service cost?


The foreigner pays:

➤ state duty in the amount of UAH 85 (in accordance with paragraph 6 of Article 3 of the Decree of the Cabinet of Ministers of Ukraine "On State Duty")

➤ the cost of an administrative service in the amount of UAH 496;

➤ the cost of a permanent residence permit form with a contactless electronic medium in the amount of UAH 570.


Deadlines 


The application is considered within 10 days. A permanent residence permit is issued for a period of 10 years.

Documents required to obtain a permanent residence permit


The following documents are required to apply for a permanent residence permit:

➤ a valid passport document of a foreigner (or passport documents in case a foreigner has simultaneous citizenship (nationality) of several states (multiple citizenship) or a document certifying a stateless person with a type D visa, unless otherwise provided by the legislation and international treaties of Ukraine);

➤ a document proving the identity of the legal representative and a document confirming the authority of the person as a legal representative, if the documents are submitted by the legal representative (after submitting the originals, they are returned, copies are attached);

➤ translation into Ukrainian of a page of a foreigner's passport or stateless person's identity document with personal data, certified in accordance with the procedure established by law;

➤ a document confirming the payment of the administrative fee (original) or a document on exemption from its payment (upon submission of the original, it is returned, a copy is attached);

➤ a copy of the decision on granting an immigration permit or, according to the category of foreigners and stateless persons, a copy of the decision on granting an immigration permit:

– persons who arrived in Ukraine for permanent residence before the entry into force of the Law of Ukraine "On Immigration" and have a mark of residence in the passport of a citizen of the former USSR of 1974 or have received a permanent residence permit, shall submit the original and a copy of the passport of a citizen of the former USSR of 1974 with a mark of residence or a permanent residence permit;

– persons who are forced to leave their places of permanent residence in the Autonomous Republic of Abkhazia of the Republic of Georgia and arrived in Ukraine, as well as their adult children who arrived in Ukraine with them before reaching the age of majority, shall submit a temporary certificate (or a certificate confirming the fact of arrival of a minor with his/her parents) received after arrival in Ukraine, and a document confirming the fact of continuous residence in Ukraine for at least five years issued by the territorial bodies of the SMS;

– persons who arrived in Ukraine as orphans in connection with armed conflicts in their places of permanent residence and are being brought up in state children's institutions or family-type children's homes or who are under the guardianship or custody of Ukrainian citizens, shall submit a document confirming upbringing in a state children's institution or family-type children's home or the establishment of guardianship or custody; The application form shall contain information that the person, prior to being granted Ukrainian citizenship, permanently resided in Ukraine on the grounds of

➤ a document certifying registration in the State Register of Individuals - Taxpayers, with data on the registration number of the taxpayer's account card (if any). Read here how a foreigner can obtain or renew an identification code in Ukraine.


A foreigner or a stateless person may also submit other documents confirming the existence of grounds for obtaining a residence permit or confirming the information specified in the application form (in particular, documents confirming the ownership of housing, a lease agreement, etc.
