The Ministry of Defence’s official ‘Reserve+’ app is a service that allows you to update your military registration details without having to visit a Military Registration and Enlistment Office (MREO) or a Military Recruitment Centre (MRC) in person. Ukrainians subject to military service can update their military registration details via the Ministry of Defence’s official ‘Reserve+’ app. It can be downloaded from the App Store or Google Play. Updating details in this way is equivalent to updating them via the Territorial Recruitment Centres (TRCs) and the Central Public Administration Office (CPAO).
Once a person has downloaded the app and updated their details, they can view their status and personal information contained in the “Oberig” register. We explain below what these statuses mean and what to do if the “wanted” status appears.

Please note! Active military personnel, women not subject to military service, and other individuals who are not liable for military service, conscripts or reservists do not need to download the app or update their details. Doing so only places an additional load on the system, which may cause the app to malfunction.
What do the statuses in the Reserve+ app mean?
The data displayed in the app was manually entered into the system by TCC staff from paper records. Ukrainians are therefore warned that this information may contain inaccuracies. However, there is no need to worry, as updating military registration data should resolve this issue.
So, what do the statuses mean after the data update:
➤ Registered — this status means that the person liable for military service is registered and the Military Registration and Enlistment Office does not require any further information about them.
➤ To be verified — this means that the person liable for military service is not registered with the Military Registration and Enlistment Office. If the person has a military ID card or certificate, this is an error on the part of the Military Registration and Enlistment Office. However, if no such document exists, the person must register and verify their details. Failure to fulfil this obligation may result in a fine for breaching military registration rules.
➤ Wanted — this status may be incorrect; however, if there is no error, the conscript may be detained during the first document check and taken to the Military Registration and Enlistment Office.
➤ Removed from the register — conscripts who are on a special register (police, State Emergency Service, etc.).
➤ Removed from the register — active military personnel and those unfit for service.
➤ Reserved — if the person has received a reservation.
If a person has a deferment, the app will display the status ‘on the register’ with a corresponding mark.
Note that the reservation status for conscripts has only been displayed since 26 June 2024. According to Kateryna Chernogorenko, Deputy Minister of Defence for Digitalisation, the current status is displayed for 340,000 citizens.
If you have a deferment but the corresponding status has not appeared in the app: tap the three dots at the top of the document and select ‘refresh document’. After that, you will be able to see your current status.

Reserve soldier and reservist statuses
➤ The ‘reserve soldier’ status is a record of the military speciality of a person who is registered but has not completed military service. It does not affect the right to deferment or its extension.
➤ The ‘reserve serviceman’ status means that the person has already completed military service, has a military speciality and has signed a contract for service in the reserves. There is no provision for booking an appointment or applying for deferment for reserve servicemen.
Please note that most deferrals from mobilisation are automatically extended — without the need to resubmit applications or contact the Administrative Services Centre. The current status is displayed in the app.
What should you do if the ‘Reserve+’ app shows the status ‘wanted’?
Ukrainians who, whilst updating their details via the ‘Reserve+’ app, discover they have the status ‘wanted’ may contact technical support to have their details corrected. If the status was indicated in error, technical support will rectify the inaccuracies, and the individual will not need to visit the TCC in person to clarify their details.
The main purpose and functionality of Reserve+ is to provide citizens with access to data entered about them by TCC and SP operators. Therefore, when a person sees an incorrect status displayed in the system due to human error (a mistake by the operator who entered the data), they have the opportunity to quickly correct the inaccuracies.

Steps for Ukrainians who have been marked as ‘wanted’ in the ‘Reserve+’ app but are living abroad
Back in 2024, the Cabinet of Ministers adopted Resolution No. 563, which repealed the provision stating that moving abroad constitutes grounds for removal from military registration; Ukrainian men were required to return and register with the TCC within 30 days of the law coming into force (from 16 May 2024).
The ‘wanted’ status in the ‘Reserve+’ app whilst abroad indicates a breach of military registration rules (usually failure to appear when summoned or failure to update details). For citizens abroad, this may lead to problems with consular services, passport renewal or fines. The solution requires clarifying the details via the Ministry of Defence hotline, by post, or with the help of lawyers.
Liability for violations – for breaching military registration rules (failure to report to the TCC, failure to update details in a timely manner, etc.), a fine of between 17,000 and 25,500 hryvnias will be imposed.
What happens if you enter false details in the ‘Reserve+’ app?
Entering a false residential address in the ‘Reserve+’ app may have negative consequences for a person liable for military service.
According to a Cabinet of Ministers resolution, a postal notification bearing a mark indicating that the person is not present at the address provided by the conscript when updating their details in ‘Reserve+’ may be considered a supporting document, allowing the Military Registration and Enlistment Office to bypass drawing up a report and instead immediately issue a decision imposing a fine. In the event of non-payment, men who have provided fake residential addresses may find their bank accounts frozen.
Why is this? In accordance with Law No. 3696-IX, which came into force on 19 May 2024, regarding fines imposed in absentia, a report is not drawn up in the case of administrative offences provided for in Articles 210 and 210-1 of the Code of Administrative Offences. That is, if a person liable for military service fails to appear without valid reasons when summoned by the Military Registration and Enlistment Office (MREO), having been duly notified of the date, time and place of the summons, and where the MREO has supporting documents confirming that the person received the summons.
Please note that a postal notification bearing a mark indicating the person’s absence from the address of their declared or registered place of residence, provided that the person has not notified the Military Registration and Enlistment Office of an alternative address, may also be considered a supporting document for the purpose of not drawing up a report but immediately issuing a decision to impose a fine
In other words, if a person liable for military service provided an incorrect postal address, a summons was sent to them, and the postal service made all the necessary markings, it is deemed that the person has been notified of their obligation to appear at the Military Registration and Enlistment Office. In the event of a breach of the rules, a fine of up to 25,500 UAH will be imposed on the person liable for military service. If such a fine is not paid voluntarily, the person risks having their accounts frozen and their property seized through enforcement proceedings.
Referral to the Military Medical Commission via ‘Reserve+’
You can obtain a referral to the Military Medical Commission via ‘Reserve+’ by submitting a request in the app. Within 24 hours, an electronic referral will appear in the documents section, specifying the date, time and address of the medical facility, allowing you to avoid a visit to the Military Registration and Enlistment Office to collect it. The service is available to both volunteers and those who have received a paper summons.
