Ukrainians abroad can obtain the documents they need through the state-owned enterprise Document, as well as at consular offices. Find out what services are available and what rules for submitting and receiving documents are in effect in 2024

On June 4, the government decided to extend the operation of the services of the State Enterprise "Document" abroad for six months. The resolution came into force on June 30. This decision allows Ukrainians abroad to draw up important documents without returning to Ukraine. We'll tell you what services you can get and what rules apply to citizens now.

Services of SE Document for Ukrainians abroad


Ukrainians abroad can use the following services:

1. Issuance of a passport of a citizen of Ukraine:

— For the first time after reaching the age of 14.

— Upon acquisition of Ukrainian citizenship in accordance with Article 7 of the Law of Ukraine "On Citizenship of Ukraine".

— For the first time after reaching the age of 18 for persons who have left Ukraine since February 24, 2022.

— In case of loss or theft of the passport.

2. Issuance of a passport of a citizen of Ukraine for traveling abroad:

— For persons who permanently reside abroad, as well as those citizens who left Ukraine after the beginning of the full-scale invasion.

— In case of loss or theft.

— For exchange.

What other documents can be obtained abroad?


In addition to passports, Ukrainians abroad can order the delivery of a driver's license outside of Ukraine. This option is available for people who want to exchange their driver's license due to the expiration of its validity, loss or damage to the document, as well as in case of changes in personal data. Requirements for men to draw up documents abroad


According to the Cabinet of Ministers, Ukrainians abroad can apply for a passport of a citizen of Ukraine and a foreign passport. However, for men aged 18 to 60, military registration documents are required.

At the same time, this category of persons does not need a military registration document if:

— the person intends to obtain an identity document for returning to Ukraine (the so-called "white passport");
— the consular action is performed in the interests of a child whose second parent is a foreigner or stateless person;
— an arrested or imprisoned applicant applies for consular services.
