The "Affordable loans 5-7-9%" program has been operating in Ukraine for several years, which provides financial support to Ukrainian businesses. Any business can get money on preferential terms.

How many entrepreneurs have already taken part in the program and under what conditions? We tell.


How much money did the Ukrainian business receive under the "5-7-9% Affordable Loans" program?


The program "Affordable loans 5-7-9%" in Ukraine was launched in 2020. During this period, Ukrainian banks issued 244 preferential loans to Ukrainians in the amount of UAH 1.7 billion.

The advantage is that the program was not suspended during the period of martial law, so during the war, entrepreneurs managed to obtain 57,261 loans from authorized banks for UAH 227.3 billion (including 42,956 loans from state sector banks for UAH 116.1 billion UAH).

The first week of July 2024 was particularly successful, because during this period alone, Ukrainians issued 244 preferential loans for a total amount of UAH 1.7 billion.


For what purposes was "Affordable loans" provided?


As of July 15, 2024, Ukrainian entrepreneurs received loans for the following purposes:

- Investment goals – UAH 21.51 billion;

- Working capital financing – UAH 62.47 billion;

- Loans for agricultural producers – UAH 39.21 billion;

- For the processing of agricultural products - 17.63 billion UAH;

- For anti-war purposes - UAH 57.58 billion;

- Lending in the zone of high military risk - UAH 15.34 billion.

Also, in December of last year, restrictions on receiving state support were lifted for some categories of enterprises affected by hostilities, which significantly expanded the possibilities of the program.

What is the program "Affordable loans 5-7-9%"?


The program is implemented by the Entrepreneurship Development Fund (FDP). The only participant coordinating all key aspects of the Fund's activities is the Government of Ukraine represented by the Ministry of Finance of Ukraine. The state concluded cooperation agreements with 46 banks and makes all necessary compensatory payments for the benefit of businesses under the concluded credit agreements within the Program.


Various business entities can take part in the program:

- micro-business (annual income does not exceed the amount in national currency equivalent to 2 million euros);

- small business (annual income does not exceed the amount in national currency equivalent to 10 million euros)

- medium-sized business (the amount of annual income does not exceed the amount in national currency equivalent to 50 million euros).


To become a member of the "Affordable loans 5-7-9%" program, the client must meet the following requirements:

1. Be a resident of Ukraine (an individual entrepreneur or a legal entity registered in accordance with the procedure established by law, an agricultural producer or an economic entity of the state or communal sectors of the economy).

2. Have registration on the territory of Ukraine (except temporarily occupied territories and the zone of active hostilities).

3. Not to have received state aid exceeding the equivalent of 200,000 euros in the last three years.

4. For newly created businesses and start-ups – to have experience and a business plan for the implementation of an investment project.

5. Not to fall under the restrictions on the provision of state support, defined by Article 13 of the Law of Ukraine "On the Development and State Support of Small and Medium Enterprises in Ukraine".


Importantly! Lending is not provided to individuals or companies whose ultimate beneficiaries are citizens of a state recognized by Ukraine as an aggressor state or an occupying state, as well as to people belonging to terrorist groups.

We will remind you that at the end of last year, the official launch of the "Affordable Factoring" Program took place - a new financial instrument within the State Program "Affordable Credits 5-7-9%".

Factoring is a financial transaction that allows businesses to get immediate access to cash and restore their liquidity for the production of new goods.
