Ukrainian men aged 18 to 60 who currently reside abroad and have an expired passport may face certain restrictions, as consular services are available only to those who have registered for military service and updated their data in time.

Restrictions on consular services for Ukrainian men abroad


Some consular services abroad remain unavailable for Ukrainians liable for military service who are not registered for military service. These include:

extension of the validity of a passport;
obtaining a foreign passport;

issuance of powers of attorney;
Obtaining a photo certificate;

registration of consular records.

For those who are not registered with the military, only one service will remain available - an identity card for further return to Ukraine.

We also previously reported that from now on, men liable for military service who are abroad and ignore updating their data will not be able to obtain a driver's licence.

Passport expired: what should Ukrainian men abroad do?


For Ukrainian men who are not registered for military service, there are several options for action in the event of an expired passport:

register for military service. This can be done at the local consulate in the country of residence or online through the Electronic Cabinet of Persons Liable for Military Service;
apply for refugee status or temporary protection. The legislation of some countries allows refugees or persons with temporary protection status to continue to reside in the country even with expired documents;
return to Ukraine by using the consular service of identity documents.

What documents are required for a foreign passport during martial law?


Passport of a citizen of Ukraine;
 individual tax number (TIN);
photographs;
 a relevant certificate confirming your military registration;
 a visa or residence permit to confirm your stay abroad.

How to apply for refugee status or temporary protection?


Obtaining refugee status or temporary protection provides certain rights and guarantees, such as the right to reside, work, education, social and medical services in the host country.

In order to obtain refugee status or temporary protection, you must apply to the migration service or other competent authority.

To obtain a residence permit, you need to purchase real estate, marry a citizen of the country, obtain an employment contract or enrol in an educational institution.
