Against the backdrop of the ongoing war in Ukraine, discussions are underway to reopen air travel. Find out which city could host flights and at what stage of the discussion

As part of an expert discussion in Warsaw, the Ukrainian government presented a roadmap for opening airspace under martial law. Here are the new details that have become known around the discussion on the launch of flights over Ukraine.


According to Oleksiy Kuleba, Minister of Communities and Territories Development, opening the airspace ‘is a very complex issue, both in terms of security and in terms of interaction with all parties involved’.


‘This is the first expert discussion that we expect will help us move forward in creating the conditions for opening the airspace. During the war, our strategic task is to preserve aviation infrastructure and qualified personnel so that when the time comes, we can resume civilian flights as quickly as possible,’ he said.


But Ukraine will not be left alone in this matter. Mary Elizabeth Madden, Economic Counsellor at the US Embassy in Ukraine, said the United States was ready to provide expert and technical assistance.


Ukraine presents a plan to launch flights


During the conference, Deputy Minister Serhiy Derkach presented a step-by-step plan and the needs for partial reopening of the airspace.


A risk assessment for civil aviation was prepared by the State Aviation Administration.


The Polish Air Navigation Services Agency, AirBaltic, Austrian Airlines, LOT Polish Airlines, SkyUp Airlines, Skyline Express, SprintAir, Supernova Airlines, Turkish Airlines, Wizz Air, AerCap, Boeing, Marsh McLennan, Deloitte Ukraine and others also joined the expert discussion.


Where could the flights be launched?


Earlier, Lviv Mayor Andriy Sadovyi said in an interview with RBC-Ukraine that security experts were discussing the possibility of opening an airport in Lviv. 


Mr Sadovyi stressed that there is a security issue for the state and a security issue for people.


‘We must survive in any conditions, so this topic is being discussed in the expert community,’ he said.


At the same time, according to the mayor of Lviv, journalists will be the first to know if a decision is made to open the airport.


‘There are many airfields in Ukraine, and I think that during the war at least one of them should have been working,’ Sadovyi said.

Not the first conversation about opening airports in Ukraine


In November last year, during his visit to the United States, the head of the President's Office, Andriy Yermak, announced the possible opening of one of Ukraine's airports for civilian flights. And in December, dozens of ground staff vacancies for Boryspil Airport were posted on the Work and Recovery website and on specialised HR services.


The online media quickly reacted to the airport vacancies and started linking them to the possible opening of flights to and from Ukraine. Thus, dozens of Ukrainian media outlets contacted representatives of Boryspil International Airport and the Ministry of Infrastructure of Ukraine, but according to the press services, there are no plans to open the airport in the near future, as it is impossible for security reasons.
