In November, Ukrainians will face a number of changes, primarily related to the start of the heating season and deteriorating weather conditions. Find out what the utility tariffs will be, how subsidies will change, and how the arrival of winter will affect traffic rules
Ukrainians are promised a relatively warm November. We will see whether this is true or not tomorrow. However, utility bills will definitely rise as consumption increases. What about tariffs? A moratorium has been imposed on gas, water and heating, so prices will not rise. Read about these and other important nuances that await Ukrainians in November in Visit Ukraine's article.
It is forbidden to change utility tariffs
During wartime, a moratorium has been imposed in Ukraine on changes to heating, water and natural gas tariffs. Therefore, these tariffs will remain constant. However, despite the warm November promised by weather forecasters, their consumption will still increase.
- electricity tariff - UAH 4.32 per kWh
- Electric heating tariff - 2.64 UAH/kWh (subject to maximum consumption of 2000 kW/month);
- gas tariff - 7.96 UAH/cubic meter (for users of Naftogaz, whose services are used by 98% of households in Ukraine);
- water tariff - determined by the NEURC in large cities and by local authorities in small cities: you can find out the current water tariffs at the service providers or in local media in the first issues of October (service providers are required to publish an official announcement in the media one month before the new tariffs are set).
Please note! Starting from 1 November, electricity prices for businesses are expected to increase - this is necessary to balance the system in case of armed attacks on energy facilities.
How to get a heating subsidy in 2024-2025?
Ukrainians who have already received a subsidy do not need to apply to the Pension Fund and ASCs again. The recalculation will take place automatically.
You can apply for a subsidy through the PFU department, ASCs and the Diia portal.
The subsidy is available to people who heat their homes with gas, coal or firewood.
As before, the amount of the subsidy is calculated from household income.
Will IDPs receive payments in November?
Until February 2025, the most vulnerable categories of the population will receive IDP payments:
- pensioners whose social benefits are less than UAH 9444
- persons with disabilities of groups I and II;
- minors with disabilities;
- seriously ill children;
- orphans (under 23 years of age);
- children deprived of parental care (under 23 years of age);
- foster parents;
- foster parents.
The amount of payments has not changed: for children and people with disabilities - UAH 3000, for all others - UAH 2000.
What is known about mobilisation in 2024?
Martial law and mobilisation have been officially extended until 7 February 2025.
Among the innovations: mobilisation of men over 50 is possible only by order of the General Staff.
What changes are in store for drivers?
Starting from 1 November 2024, you can drive no faster than 50 km/h within a settlement. This is due to a significant deterioration in weather conditions in winter.
Accordingly, road signs will be replaced in some regions to comply with the regulations.

Will banknotes be changed?
Starting 1 November 2024, the National Bank will withdraw from circulation 50 UAH and 200 UAH banknotes issued in 2003-2007. They will be replaced gradually, so you do not need to go to the bank to change banknotes on purpose.
How have the booking conditions changed?
Until 15 November, Ukraine will continue to monitor critical enterprises that have received this status based on decisions of local governments. Bookings will not be suspended, however, as of 20 October, bookings via the Diia app have been suspended. It also became known that changes to the booking procedure are planned:
- companies with an average salary of less than UAH 19 thousand per month will not be able to obtain the status of critical infrastructure;
- the rights of regional military administrations to grant critical infrastructure status to enterprises are being restricted;
- the quota for reserved employees of critical enterprises may be reduced.
What changes does the MSEC reform envisage?
1. Introduction of a new social insurance system - ePotential.
2. Establishment of disability based on the conclusions of special commissions using digital technologies.
3. Conducting an assessment of working capacity.
4. Increase in insurance payments.
5. Extension of protection against dismissal due to disability.
