Ukrainians can already apply for a winter allowance of UAH 1,000. You can get the money through Diia, Ukrposhta or a bank. Find out how to apply
Starting from 1 December, Ukrainians can apply for financial support in the amount of UAH 1,000 under the Winter ePay programme initiated by President Volodymyr Zelenskyy. All citizens of Ukraine will be able to receive a one-off payment. We will tell you how to apply for it and what you need to know about the programme below.
It is worth noting that as of the morning of 2 December, more than 2.5 million people have applied for the programme.
Please note that only those Ukrainians who are on the territory of Ukraine can apply for assistance. Ukrainian citizens who are abroad and receive assistance from the state will have to return it later, Prime Minister Denys Shmyhal said.
Where to apply for UAH 1000?
There are three ways to apply for the allowance: through Diia, Ukrposhta and a bank.
However, applications are accepted on different dates:
- Diia: from 1 December 2024;
- Ukrposhta: from 4 December 2024 without submitting a separate application;
- Banks: from 10 December 2024.
How to apply through Diia?
To receive money through the Diia app, you need to follow these steps:
▪️ Install or update the Diia app.
▪️ In the Services section, select the National Cashback service, and then Winter Support.
▪️ Read the description of the programme and click the ‘Get started’ button.
▪️Выберите, for whom the payment is intended (for yourself or your child).
▪️ If you are already a participant of the National Cashback programme and have opened a special account in one of the authorised banks, the application will offer you to choose a cash account or open a new card.
▪️ Submit an application for the payment.
The funds should be credited to your card within 10 days of submitting the application.
The money can be used to pay for utilities, medicines, books, medical services, education, transport tickets and other goods and services. You can also donate it to the army.

How do I get money from Ukrposhta?
It should be noted that payments through Ukrposhta are available to a limited number of people, namely
- Pensioners over the age of 60 who receive payments through Ukrposhta:
- people with disabilities of groups 1 and 2 who receive a disability pension or social assistance through Ukrposhta.
- people with disabilities of groups 1 and 2 who receive payments through Ukrposhta.
- people who receive the allowance for caring for a child with a disability of subgroup A through Ukrposhta.
- people who receive all types of pension and social benefits through Ukrposhta in the territories of active hostilities.
You should be informed about the UAH 1000 accrual at the Ukrposhta branch or by a postman when you receive your pension or social payment in December.
You will be able to spend this money on: utility bills, payments to charitable organisations, magazines/newspapers, goods and medicines listed by Ukrposhta.
How can I get UAH 1000 from a bank?
Legal guardians of children, citizens who do not have an identification code (RNOKPP), as well as citizens aged 65+ who do not have the Diia app, can apply for the payment to one of the partner banks from 10 December:
- PrivatBank
- Oschadbank
- monobank (Universal Bank JSC)
- Raiffeisen Bank
- A-Bank
- FUIB
- Sense Bank
- UKRSIBBANK
- UKRGASBANK
- BANK GLOBUS
- Accordbank
- BANK CREDIT DNIPRO
- Bank ‘Clearing House’
- RADABANK
To withdraw money through a bank, you must provide the following documents:
▪️ passport of a citizen of Ukraine and RNOKPP; if there is no RNOKPP, a passport with a corresponding stamp;
▪️ birth certificate (if the allowance is issued for minors or underage persons);
▪️ a document confirming the establishment of guardianship, custody or confirmation of legal representation.
