Importing cars into Ukraine in 2026 is no longer as simple or inexpensive as it used to be. New taxes, changes in environmental standards, and the elimination of tax breaks for electric vehicles have significantly impacted both the cost and the rationale behind purchasing a car. Some popular methods no longer work, and mistakes during customs clearance can cost thousands of euros. At the same time, the right approach still allows for significant savings. In this article, we’ll look at which cars can be imported, how much it costs, and what to pay attention to in 2026.

What changes to car import regulations were introduced starting in 2025?


Starting in 2025, Ukraine has been gradually updating its car import regulations, aligning them with European Union standards. These changes have directly impacted customs clearance costs, the availability of certain car categories, and the overall logic of purchasing vehicles abroad. By 2026, most of these changes will be fully in effect, so it is important to consider them before choosing a car.


Key changes affect several areas at once:

1. Environmental requirements for cars have been tightened—now, only cars meeting at least the Euro-6 standard are permitted

2. Some tax incentives have been abolished, particularly for electric vehicles

3. The basic taxation system (import duty, excise tax, VAT) has been retained, but with stricter controls

4. Additional restrictions have been introduced on car imports from certain countries, particularly Russia

5. Checks on documents and the origin of vehicles have been tightened


It is worth noting separately that these changes were not one-time measures—they are being implemented in phases. That is why some of the rules that were still in effect in 2024 are no longer relevant, and certain incentives have been completely abolished.

What cars can be imported into Ukraine in 2026?


In 2026, the key criteria for car imports are the environmental standard and the vehicle’s origin. These two factors are most often the reason for customs clearance denial.


The main requirement is compliance with the Euro-6 standard. This means that most older cars (especially those over 10–12 years old) are automatically excluded from import options. Even if a car is technically sound and inexpensive, it will not be approved for import without confirmation of its environmental standard.


Important considerations:

- The vehicle must meet a standard no lower than Euro-6

- Proof of environmental class is mandatory (certificate or manufacturer’s data)

- The vehicle must comply with technical regulations and safety standards

- Importing vehicles manufactured in Russia or registered there is prohibited


A separate consideration is the country of origin. It is easiest to clear cars from the EU: they already meet most requirements, and the documents usually do not raise questions at customs.


It is also worth noting that inspections have become stricter. Customs may additionally check:

- The car’s history

- The actual value (to prevent undervaluation)

- Compliance with the declared specifications

How much does car customs clearance cost?


The cost of customs clearance in 2026 consists of three mandatory payments. These payments make up the bulk of the costs and can significantly impact the final price of the car.


The basic structure looks like this:

1. Import duty — typically 10% of the car’s value

2. Excise tax — depends on the engine, age, and fuel type

3. VAT — 20% (calculated on the sum of the car’s value + duty + excise tax)


Excise tax has the greatest impact. It is calculated using a formula that takes into account engine displacement and the car’s age. The older the car, the higher the tax. This is why cheap, old cars often turn out to be unprofitable after customs clearance.


What else is important:

- The customs value is verified—understating the price in documents is risky

- For diesel cars, the excise tax is usually higher than for gasoline-powered ones

- Larger engines significantly increase the tax amount


On average, customs clearance can add 30–50% to the car’s cost, and sometimes even more—depending on the specifications.


In addition to taxes, you should factor in additional costs: shipping the car to Ukraine, brokerage services, certification, and registration.


Electric cars in 2026: what has changed


In 2026, electric vehicles lost their main advantage—tax breaks. Whereas they could previously be imported with almost no taxes, imports are now subject to the standard 20% VAT. This immediately increased the final cost and made electric cars less cost-effective compared to previous years.


In fact, the market has changed: the price difference between electric and traditional cars has narrowed, and imports of certain models have become thousands of euros more expensive. This is particularly noticeable for budget electric cars—additional taxes can “eat up” all the savings from the low price.


At the same time, electric vehicles haven’t lost their appeal entirely. They’re still attractive due to lower operating costs, reduced maintenance expenses, and fuel savings. But now, choosing one requires more careful calculation than before.

What documents are required for customs clearance of a car?


Without a complete set of documents, the car will not be registered, even if all taxes have been paid. In 2026, customs authorities are paying particular attention to verifying the vehicle’s origin, its value, and compliance with the declared specifications.


The main documents you need to prepare:

1. Sales contract or invoice

2. Vehicle registration certificate

3. Proof of payment

4. Customs declaration

5. Certificate of conformity (environmental standards and technical requirements)


The key is data accuracy.

Discrepancies in price, mileage, or specifications almost always lead to additional inspections and delays. Most often, problems arise precisely because of the documents, not because of taxes, so it’s worth checking them before purchasing the car.
