Following a large-scale cyberattack by russian hackers on December 19, Ukraine is gradually restoring the operation of state registries.


In particular, the Ministry of Justice of Ukraine announced the resumption of the work of the State Civil Registry Office (SCRO). This allows marriages, births, deaths and other events of legal significance to be registered again.


Return to electronic registration


According to the Ministry of Justice, all documents issued during the temporary shutdown of the registry are currently being actively entered into the electronic system. Certificates issued during this period remain valid, and their digital copies will soon appear in the registry.

Interaction with other government agencies


The agency also noted that it is planned to resume data exchange between the registers of the Civil Registry Office and other government agencies, such as the State Tax Service of Ukraine (STSU), the Pension Fund of Ukraine (PFU) and the Ministry of Defense of Ukraine.


Restoration of online services in Diia


The Ministry of Justice has announced the launch of a number of online services available in the Diia app. In particular, it will again be possible for parents of three children under the age of 18 to apply for a deferment from mobilization. The resumption of these services will ensure the automatic transfer of data to the relevant government agencies.


Other registers are also working


In addition to the Civil Registry Office, three key notary registries have been reopened:


• The Unified Register of Powers of Attorney;

• The Inheritance Register;

• The Unified Register of Special Forms of Notarial Documents.


Despite the fact that the attack by russian hackers was the largest in the history of external cyberattacks on Ukraine's state registries, the system is gradually being restored.


The Ministry of Social Policy noted that the malfunctioning of the Ministry of Justice's registers did not affect payments to citizens - part of the funds have already been paid, and the rest will be paid according to the schedule.
