Cyberattack on Ukrainian registries: deadline for restoration of all services announced

After the largest cyberattack, Ukraine is gradually restoring the operation of registries that were targeted by hackers. The Ministry of Justice told us which services are already working and when the rest will be restored
The restoration of Ukrainian state registers continues after a large-scale cyberattack by the russian federation. At the moment, critical registers are already functioning, but some of them, such as the register of encumbrances on movable property and the register of enforcement proceedings, are still in the process of restoration.
Timeline for restoration
The Ukrainian Ministry of Justice said that the restoration of all services is expected to be completed by the end of January. According to First Deputy Justice Minister Mykola Kucheryavenko, the restoration of these registers differs from the approach to the civil status registers or the Unified State Register (USR), which were launched in stages. Here, simultaneous recovery of all databases is required due to their close interconnectedness.

Details of the cyberattack
On 19 December, Ukraine's Deputy Prime Minister for European and Euro-Atlantic Integration Olga Stefanyshyna said that the Russian Federation had carried out a cyberattack on state registers managed by the Justice Ministry. The work of the registers was temporarily halted to ensure their security and to carry out restoration.
At the time of the attack, government officials assured that it would take about two weeks to restore the systems. However, the complexity of data recovery and the scale of the attack required more time.
Shortly afterwards, the Ministry of Justice announced that a number of registers had been restored, including the SRCSA (State Registration of Civil Status Acts) register. This allows again to register marriages, births, deaths and other events of legal significance.
What services have already been restored in Diia?
After a number of registries went down, specialists managed to restore the following services:
- Automatic opening of a sole proprietorship.
- Closing a sole proprietorship.
- Vital records of birth, marriage, divorce and name change.
- Extracts on the place of residence of children.
- Updating data on the place of residence of children.
- Winter eSupport for children.
- Social benefits - subsidies, assistance to families with children.
- Booking of employees.
