In recent years, the issue of Ukrainian citizenship has become increasingly relevant. In December 2024, the Verkhovna Rada supported in the first reading a bill that allows Ukrainians to have multiple citizenship. This means that foreigners, including members of the Armed Forces, will be able to obtain Ukrainian passports under a simplified procedure, and Ukrainians will be able to retain their citizenship even if they obtain another.

Citizenship by presidential decree and simplified procedure

Under special Agreements on a simplified procedure, citizenship was granted to:


📌 2019 - 94 persons

📌 2020 - 79 persons

📌 2021 - 161 persons

📌 2022 - 114 persons

📌 2023 - 355 people

📌 2024 - 245 persons


In addition, some foreigners were granted citizenship by presidential decree:


📌 2019 - 1,090 persons

📌 2020 - 269 persons

📌 2021 - 40 persons

📌 2022 - 219 people

📌 2023 - 1 person

📌 2024 - 60 persons


Restoration of citizenship (for those who lost it earlier) remained a rare phenomenon - from 2 to 19 cases annually.
