Who needs insurance to enter Romania?
- Tourists. If you are travelling to Romania as a tourist for a short stay (up to 90 days within 180 days), insurance is not required under the visa-free rules. However, it is highly recommended, as in case of an accident or illness, the costs of treatment in the EU can be high. The policy is also often checked by border guards, especially when crossing by road.
- Students and employees. If you plan to stay in Romania on the basis of study or employment, insurance is already mandatory. In most cases, it is a condition for obtaining a long-term visa or residence permit. The policy must cover the entire period of stay and meet EU standards.

Do I need health insurance to travel to Romania on a visa-free basis?
Although Ukrainian citizens are not required to have health insurance to enter Romania with a biometric passport, it is highly recommended. Visa-free travel allows you to stay in the Schengen area for up to 90 days, but in case of illness or injury, the cost of treatment in Romania can be very high. An insurance policy will protect you from unexpected financial expenses.

Insurance for refugees and temporary migrants from Ukraine
Ukrainian citizens who have been granted temporary protection in Romania have access to local health insurance. This policy is funded by the state and covers basic medical services. At the same time, it is valid only on the territory of Romania and ceases to be valid upon leaving the country.

Green card for entry to Romania
If you are travelling to Romania by car, it is mandatory to have a Green Card - an international motor third party liability insurance policy. Without it, crossing the border will be impossible.

General requirements for insurance policies for travelling to Romania
For short-term trips (tourism, visits to relatives, etc.), the recommended policy should:
- Cover the entire EU or at least Romania;
- Have a cover of at least EUR 30,000;
- Include treatment for COVID-19 and complications;
- Be valid for the entire period of stay.
For long-term trips (work, study), the insurance must comply with the terms of Romanian immigration law - often requiring a contract with an insurance company with a representative office or accreditation in the country and coverage of at least EUR 50,000.

What kind of insurance can I get in Romania?
- Local Romanian insurance. This policy is mostly suitable for those planning a long-term stay, for example, for study or work. It meets the requirements for obtaining a residence permit, but has a number of disadvantages. First of all, it is valid exclusively in Romania, so when you travel to other EU countries, the medical coverage ceases to be valid. In addition, obtaining such a policy is often more expensive than with Ukrainian companies and requires more time, as well as language skills or third-party assistance.
- Insurance through Ukrainian insurers.
