Mandatory vehicle inspection in Ukraine from 2026: what will change for drivers and the transport industry
Ukraine is preparing a large-scale reform of motor transport with mandatory technical inspection for all vehicles from 2026. Find out what changes are planned, how the new rules will work, and what this means for drivers
In 2026, Ukraine plans to launch a large-scale reform of technical control of transport. It provides for the gradual introduction of mandatory technical inspections for all types of vehicles, as well as comprehensive changes in the field of transportation, traffic safety, and digitization of motor vehicles. This was reported by the press service of the Ministry of Community and Territorial Development of Ukraine.
Mandatory technical inspection for all cars: what is known
According to the Ministry's statement, the key idea of the reform is to simplify and unify technical inspection procedures, in particular for the first state registration of used vehicles, as well as to gradually extend mandatory technical control to all categories of motor vehicles.
The ministry emphasizes that the new system must be transparent and free from corruption risks, which was one of the main problems with technical inspections in the past. The updated approach is expected to improve road safety and bring Ukrainian rules closer to European Union standards.
For drivers, this means that the technical condition of the car will become not a formality, but a real condition for participation in road traffic. In this context, additional car protection tools are becoming increasingly relevant — for example, car insurance "Basiс Kasko", which covers basic risks of vehicle damage. The Ministry of Community and Territorial Development emphasizes that technical inspection is only one element of a broader package of changes in the transport sector. This involves a systematic update of the rules for road transport, logistics, and control, which should make the market more civilized and understandable.

“eQueue” at the border: the system will become permanent
A separate set of changes concerns the crossing of the border by motor vehicles. There are plans to legislate the “eQueue” system, which is currently operating in experimental mode. It should ensure a predictable and transparent border crossing procedure for freight transport, reduce queues, and minimize manual intervention.
Electronic TTN will become mandatory
Another step towards digitalization is the introduction of electronic consignment notes (e-TTN). Although this is currently a pilot project, its use is expected to become mandatory for all shipments in the future. This is expected to reduce the administrative burden on businesses and simplify the control of logistics processes.
Taxi reform and market legalization
The planned changes will also affect the taxi industry. The relevant document should ensure the legal employment of drivers, uniform transport safety standards, and bring the industry out of the shadows. This means clear rules of the game for drivers, services, and passengers alike.
Transportation of food products, dangerous goods, and drones
The ministry also plans to update legislation on:
● transportation of perishable food products — transport certification will be possible directly in Ukraine, rather than abroad;
● the transport of dangerous goods — with stricter safety requirements and rules brought into line with international standards;
● the creation of a National Bureau for the Investigation of Transport Accidents — an independent body to analyze the causes of accidents and prevent them;
● socially important and preferential transportation — so that communities can provide transportation even where routes are economically unprofitable;
● strengthening responsibility for cabotage transportation for foreign carriers;
● regulating the use of civilian drones in aviation.
