Regular missile attacks on the power grid have left Kyiv facing prolonged power and heating outages. In response to these challenges, the city and state authorities are deploying additional support measures for the population. One of the key solutions was the creation of a network of mobile kitchens and the expansion of the system of “Points of Resilience”. Such initiatives should provide people with hot food, warmth, communication and basic conditions for staying even during periods of prolonged blackouts.


As a reminder, the Ministry of Health has provided safe tips on how to stay warm at home in the absence of heating.




Why are mobile kitchens and aid stations being deployed in Kyiv?


For a long time, Kyiv has been under constant threat of missile and drone attacks, which are aimed primarily at the city's energy infrastructure. As a result, residents of the capital regularly face prolonged power outages, which in some periods can last for most of the day. According to experts, the electricity shortage in the Ukrainian power system has become the largest since the beginning of the full-scale invasion and even exceeds the generation volumes previously provided by the Zaporizhzhia NPP.


Under such restrictions, many people are unable to cook, keep warm or charge their phones. This problem is particularly acute for the elderly, families with children, internally displaced persons and residents of social institutions. That is why the government and city authorities have decided to strengthen the support system by deploying mobile kitchens and expanding the network of the “Sanctuary” points.


The aim of these measures is to ensure that citizens' basic needs are met even in the most difficult conditions, including access to hot food, heat, water, electricity and communication. According to government officials, these points should become a stable support for people during blackouts and frosts, as well as guarantee continuous assistance to socially vulnerable categories of the population.

How many mobile kitchens and points are currently operating?


As of today, 41 mobile kitchens have been deployed in Kyiv to provide hot meals to residents in the areas with the most difficult electricity supply situation. In addition, another 40 mobile kitchens are in reserve and can be quickly deployed in case the situation worsens or the needs of the population increase. This was reported by Prime Minister of Ukraine Yulia Svyrydenko.


The government pays special attention to providing food and basic living conditions for socially vulnerable categories of citizens. Centers for internally displaced persons, family-type orphanages and residential facilities for the elderly and people with disabilities are under constant control. According to the Prime Minister, all these institutions should be provided with electricity, fuel for generators and hot meals.


To expand the support program, the Cabinet of Ministers is also preparing a decision on additional funding from the state budget reserve fund. The funds are planned to be used to organize hot meals for the population, in particular in the capital, where the burden on the assistance system remains one of the highest in the country.

What are the Resilience Hubs and how will they work?


In addition to mobile kitchens, the government has decided to strengthen the network of the Sanctuary Points and introduce a separate category - the Sanctuary Points with extended hours of operation. Relevant changes were made to the procedure for their organization and functioning, taking into account the difficult situation in the power grid, frost and the need to support the population during prolonged power outages. This was announced by the Prime Minister of Ukraine Yulia Svyrydenko.


The resilience centers will be able to operate continuously for more than 48 hours and will have expanded logistical support. In particular, such points will have reserves of drinking water and electricity, stable communication, and, if necessary, equipped places to sleep. According to the Prime Minister, this will allow people to stay warm, charge their phones and get help even during periods of prolonged blackouts and severe frosts.


The deployment of the hubs will be based on the number of people in each community. If necessary, the number of beds in these locations can be increased to provide temporary shelter for more people.


How many Points of Unbreakability are there across Ukraine?


As of today, there are 10,676 Fully Functioning Points in Ukraine. Since the beginning of January, about 130,000 people have already used them to find heat, electricity, communication or temporary shelter during power outages and severe weather conditions.


In addition, nearly three thousand more points are ready to open and can be quickly deployed in case the situation worsens or the burden on the existing aid network increases. This reserve allows the state to respond quickly to new challenges related to the shelling of energy infrastructure and the seasonal increase in the needs of the population.
