You can find a job in Ukraine through Diya: a new pilot project launched by the Ministry of Digital Transformation

Job hunting, registering as unemployed, and interacting with employment centres in Ukraine are going digital. The Ministry of Digital Transformation is launching a pilot project that integrates labour market services with Diia, allowing job seekers and employers to resolve key issues online — faster and without bureaucracy. Ukraine is launching a pilot project called Horizon, which will combine the services of employment centres with the Dія portal. This will allow people to search for jobs, register as unemployed, and use related services entirely online — without queues or visits to government offices.


The Ministry of Digital Transformation of Ukraine announced the launch of the initiative. The ministry notes that the goal of the project is to make employment services as convenient and fast as other digital services provided by the state.


According to the Ministry of Digital Transformation, the implementation will be phased and will take two years to ensure that the system works stably and without failures.




Job search in Diia: how will it work?


The first stage — system integration


At the start, technical specialists will integrate the new Horizon system with the Diia ecosystem. This will ensure accurate and fast data exchange: vacancies, applications, documents and statuses will be synchronised automatically.


Stage two — launching services in Diia


After integration, the services will be available on the portal and in the Diia app for Ukrainian citizens, foreigners and businesses.


Employers will be able to publish job vacancies online, select candidates, invite them for interviews and formally hire them.


Applicants, in turn, will have access to the job database, including offers selected using artificial intelligence, and will be able to apply for jobs without visiting employment centres.

Stage three — introduction of services at the Administrative Service Centres


After the online launch, the services will also be available at the Administrative Service Centres. The government has already approved a list of 12 mandatory services that will be available through the Administrative Service Centres.


Administrators will be able to help with registering and renewing unemployment status, submitting applications for assistance, obtaining certificates of payments and income, processing work permits for foreigners, and submitting applications for other types of assistance, from grants to compensation and social benefits.


The Ministry of Digital Transformation emphasises that digitalisation will allow Ukrainians to avoid unnecessary bureaucracy and the state to better understand the real needs of the labour market. This will simplify the planning of employment programmes and the training of sought-after specialists.

The Ministry of Digital Transformation will coordinate the project jointly with the Ministry of Economy of Ukraine. In the near future, the Ministry of Economy will announce a recruitment of testers to participate in the pilot launch of the Horizon project.
