Simultaneous issuance of ID cards and foreign passports through the State Enterprise “Document”: what has changed
A new service for issuing passport documents in one visit has been introduced in Ukraine. Find out how to obtain an ID card and a foreign passport at the same time, where the service is available, and what Ukrainians abroad should take into account
The state-owned enterprise “Document” is introducing a new service — simultaneous issuance or exchange of ID cards and foreign passports in a single visit. This opportunity is provided for by Resolution No. 1709 of the Cabinet of Ministers of Ukraine, which came into force on December 25, 2025.
The innovation aims to simplify the procedure for obtaining documents, reduce the number of visits to institutions, and reduce the time spent by citizens who need several documents at once — both in Ukraine and abroad.
What does the new service entail?
According to the updated procedure, Ukrainians can apply for or exchange a Ukrainian passport (ID card) and one or more foreign passports in a single visit. The service is available for both adults and children.
In particular, you can apply for the following at the same time:
● a Ukrainian passport and a foreign passport for yourself;
● a Ukrainian passport and a foreign passport for yourself, as well as a foreign passport for one or more children under the age of 14 (up to four children).

Where the service is available and how long it takes
To obtain the service, you must contact any department of the Passport Service of the State Enterprise “Document” — both in Ukraine and abroad.
Outside Ukraine, the processing time for documents is up to three months, which is important to consider when planning trips, moving, or submitting documents for legalization of stay.
Appointments for submitting documents are made online through the official website of the State Enterprise “Document”, which allows you to choose a convenient time and avoid queues.
How to check the status of document processing
Citizens can track the status of their ID card and foreign passport through the “Document Processing Status” service. The check is available:
● using the details of the previous internal passport;
● in the case of the first ID card application after reaching the age of 14 — using the series and number of the birth certificate.
Tip: Updating documents is often associated with further migration procedures — extending legal residence, obtaining permits, or submitting applications in host countries. In such cases, it is important not only to apply for passports in a timely manner, but also to correctly prepare a package of documents in accordance with the requirements of a particular country.
