Ukraine is preparing to reopen its airports: a special commission has been set up
Ukraine is taking its first steps towards resuming air travel after a long hiatus. The authorities have already begun preparations for the possible reopening of airports and the creation of safe conditions for flights. Find out what role the new working group will play and when real changes might take place
Ukraine has begun systematic preparations for the possible resumption of operations at civil airports. To this end, a special working group has been set up under the Ministry of Community and Territorial Development, and the relevant document was signed by Deputy Prime Minister for Recovery Oleksii Kuleba.
This involves the phased preparation of decisions that will allow air services to resume as soon as the security situation improves.
What the working group will do
The commission will perform an advisory role and work on a comprehensive plan for the resumption of civil aviation. In particular, its task is to prepare proposals for the ministry’s leadership regarding the resumption of flights and the reopening of airports.
Particular attention is being paid to security issues. The group is to develop measures to protect critical aviation infrastructure, including airports, air traffic control systems and related facilities.

Who will be part of the commission
Representatives from various bodies will be involved in the work — central executive authorities, local government, as well as relevant enterprises and organisations in the aviation sector. This approach will allow all key aspects to be taken into account — from technical to logistical and managerial.
The working format involves holding meetings at which participants will develop specific recommendations. Decisions will be taken by a majority vote of the group’s members.
Air travel in Ukraine
Ukraine’s airspace has remained closed to civil aviation since 24 February 2022 — the start of Russia’s full-scale invasion. At that time, the state-owned enterprise ‘Ukraerorukh’ officially announced the complete suspension of flights.
When looking after your safety whilst travelling, it is important to bear one detail in mind: standard international travel insurance policies are often invalid under martial law. Most foreign insurance companies classify any incidents, even those indirectly linked to military operations, as force majeure.
To feel confident and know that you will receive assistance in any situation, we recommend taking out a policy covering military risks on the Visit Ukraine portal.
Reminder! Access to international airports via neighbouring countries remains a viable option for Ukrainians wishing to travel or fly abroad during the war. Find out which airports are convenient for Ukrainians in transit and how to get there.
