How drivers can obtain a Class B license if they already hold a Class C or CE license: an explanation from the Ministry of Internal Affairs

In Ukraine, each driver’s license category grants the right to operate only a specific type of vehicle. Even if a driver already holds categories C, C1, or CE, this does not automatically authorize them to drive passenger cars in category B. This was reported by the Main Service Center of the Ministry of Internal Affairs.
Why can’t you drive a passenger car with a Category C license?
Driver’s license categories clearly distinguish between types of vehicles. Specifically, Category C allows driving trucks but does not grant the right to drive a passenger car.
Category B, in turn, authorizes the operation of vehicles:
with a maximum authorized mass of up to 3,500 kg;
with no more than eight passenger seats (excluding the driver).
Therefore, even experienced truck drivers must obtain a separate Category B license.
What training is required?
To obtain a Class B license, drivers who already hold Class C, C1, or CE licenses must complete practical retraining at an accredited driving school.
Upon completion of training, the candidate is eligible to take the practical exam at an MIA service center.
Important: There is no need to take a written exam, as the driver already holds a license and has demonstrated knowledge of traffic rules.

How does the exam work?
The final stage is the practical exam at the Ministry of Internal Affairs service center. Upon passing it, the driver’s license is updated with the new category.
The exam results are entered into the Unified State Register of Vehicles, after which a new driver’s license is issued.
What documents are required?
To take the practical exam, you must prepare the following documents:
a Ukrainian passport or other form of identification;
taxpayer identification number;
a valid driver’s license;
a medical certificate confirming fitness to operate vehicles.
Obtaining a Category B license for drivers with C or CE categories is a separate procedure that involves only practical retraining and passing an exam. This approach ensures road safety and guarantees that the driver has the necessary skills to operate passenger cars specifically.
