In Ukraine, drivers will not be fined for having a paper auto insurance policy instead of an electronic one. Find out what the Ministry of Internal Affairs says and how insurance is currently checked
Ukraine is not introducing automatic fines for drivers who use paper insurance policies instead of electronic ones. This was reported by the Ministry of Internal Affairs of Ukraine in response to yet another wave of misinformation circulating online.
The ministry emphasized that there is currently no legal basis for automatically imposing fines for the absence of an electronic policy.
Why is the information about fines inaccurate?
According to the Ministry of Internal Affairs, reports circulating online about alleged automatic fines for drivers without electronic auto insurance are false. For such a system to function, it is necessary to:
● amend the Code of Ukraine on Administrative Offenses;
● update subordinate regulatory acts;
● provide for the ability to specifically detect the absence of an insurance policy.
Without these changes, the implementation of an automatic system is impossible.

Can the automatic detection system verify insurance?
In addition to legal restrictions, there is also a technical factor. The Ministry of Internal Affairs emphasizes that the current system for automatically recording traffic violations is not capable of determining whether a driver has an insurance policy. In other words, even with the presence of cameras and automatic fines for other violations, checking for auto insurance is not currently part of their functionality.
The ministry noted that the issue requires comprehensive refinement—both technical and regulatory. If such changes are implemented, citizens will be informed in advance through official channels.
How is insurance coverage currently verified?
Despite the lack of automatic checks, the requirement to have a valid insurance policy remains mandatory. Verification takes place in the usual manner:
● when a vehicle is stopped by police;
● as part of the standard document check procedure.
Thus, having either a paper or electronic policy is sufficient, provided it is valid.
The Ministry of Internal Affairs reminds drivers that an insurance policy is not only a legal requirement but also a basic tool for driver protection. Auto liability insurance covers damages to victims in the event of a traffic accident, helps avoid significant financial costs, and simplifies the accident settlement process. That is why, regardless of the format (paper or electronic), it is important that the policy is valid.
