The Verkhovna Rada of Ukraine has once again extended martial law and general mobilisation. The relevant legal regime will remain in force for a further 90 days — at least until 2 August 2026. In this article, we will examine in detail who is being called up for military service, what duties conscripts are required to perform, and who is legally entitled to a deferment.


Until what date has martial law been extended in Ukraine?


Martial law and general mobilisation have been officially extended for 90 days. The new term of this regime has been set until 2 August 2026. This is the nineteenth parliamentary vote since the start of the full-scale invasion, approved on the basis of bills introduced by President Volodymyr Zelenskyy.


What are men’s obligations during martial law?


During martial law, all men aged 18 to 60 are required to be registered with the military and to regularly update their details.


Those liable for military service must contact their local district military registration and enlistment offices. A key requirement is to carry a military registration document (electronic or paper) together with a passport at all times. These must be presented upon request by the police, representatives of the Military Registration and Enlistment Office, or border guards. Citizens are also required to report on the specified dates in accordance with the summons received and undergo a medical examination once a year to confirm their fitness for service.


Who will be mobilised in Ukraine in 2026?


Citizens of Ukraine aged between 25 and 60 who are registered for military service and deemed fit for service are subject to mobilisation.


Those who have no legal grounds for deferment are called up for service and are initially required to undergo basic training at training centres. Citizens under the age of 25 are conscripted only in exceptional cases: if they are reserve officers or have already completed compulsory military service. The rest of young people (aged 18–25) may join the armed forces only voluntarily, by signing a contract. Women are conscripted or enlisted for national defence duties exclusively on a voluntary basis.

Who is eligible for a deferment from mobilisation?


Citizens may be granted a deferment from conscription on grounds of health, special family circumstances or professional commitments.


Under the law, those temporarily unfit for service, as determined by the Military Medical Commission, are exempt from service. Parents with multiple children (three or more children under 18) and those caring for a seriously ill relative who cannot manage without assistance are also entitled to a deferment. Students, postgraduate students, lecturers, academics, and employees of critical enterprises who have been granted exemption by decision of the Cabinet of Ministers are not subject to conscription.

Reminder! From May 2026, the procedure for exemption from conscription in Ukraine will change completely. Conscripts will no longer need to submit certificates in person to the Military Registration and Enlistment Office.
