Deferral under the ‘Reserve+’ scheme: who is automatically eligible?

The rules for military registration are changing, and you can now extend your deferment directly via your smartphone. Most statuses are updated online via the ‘Reserve+’ app; however, due to a lack of data in the registers, many people will need to contact the relevant authorities. Find out who is eligible for automatic extension and who needs to submit documents in person

Most deferrals from mobilisation are now automatically extended via the convenient ‘Reserve+’ app, without the need to visit the Administrative Services Centre. However, if the electronic system cannot verify your details in the state registers, or if your category is not yet eligible for automatic extension, you will need to submit your documents in person. With reference to the Ministry of Defence of Ukraine, we explain how to quickly check the status of your deferral, who is legally entitled to automatic renewal, and in which cases a visit to the Administrative Services Centre is unavoidable.

Automatic deferral renewal via the ‘Reserve+’ app is available to citizens whose grounds are valid and confirmed in state registers. If your details are incomplete or your category does not support online registration (for example, if you are the guardian of a person lacking legal capacity), you must submit paper documents via the Administrative Services Centre. You can always quickly check the status of your renewal within the app itself.

In which cases is the deferral in Reserve+ extended automatically?

The deferral is extended automatically if your grounds for it are still valid and state systems can verify this data in electronic registers.

Categories eligible for automatic renewal include people with disabilities, parents of large families, students, postgraduate students, and relatives of fallen servicemen. This significantly simplifies the process, as it spares citizens from unnecessary paperwork. As noted by the Ministry of Defence of Ukraine, the electronic system is continuously synchronised with databases. If the automatic renewal is successful, you will receive a push notification directly on your smartphone. After that, simply update your military registration document in the ‘Services’ section, where the new validity date of your status will appear.

Why wasn’t the deferral renewed automatically, and what should I do about it?

The main reason for the automatic renewal failure is outdated, incomplete, or missing data in government databases (for example, in the Pension Fund or EISS registers).

Sometimes the registers may lack your current information regarding disability, confirmed family ties, or there may simply be an error in your full name and tax identification number (RNOKPP). If the system cannot ‘see’ confirmation of your status, the process is put on hold. In such situations, it is recommended that you first check the accuracy of your details with social security authorities or the Pension Fund of Ukraine. If you are unable to correct the details online, you must visit the Administrative Services Centre to provide physical proof of your eligibility.

Who must visit the Administrative Services Centre to apply for a deferral?

A personal visit to the Administrative Services Centre is required for those whose category is not supported in digital format, or if the deferral was granted by a court order.

Applications must be submitted exclusively via the Administrative Services Centre for carers of children with disabilities, adoptive parents, relatives of Heroes of Ukraine, and people caring for seriously ill family members. Court decisions are also not processed automatically by the system.

If you have submitted your documents in person, you are exempt from mobilisation for the duration of their consideration (a response is usually received within two weeks). If the response is delayed, please contact the ASC again to check the status of your application.

Tip: If you are planning to travel abroad, you can consult with immigration lawyers via Visit Ukraine regarding the necessary documents and procedures—this will help you prepare in advance and avoid mistakes.

Please note! Martial law and general mobilisation in Ukraine have been officially extended. Find out for how long.

Frequantly
asked questions
Does ‘reserve soldier’ status affect eligibility for deferment?
Yes, it does have a direct impact. If your documents state ‘reserve soldier’ status (meaning that you have completed military service, hold a military qualification and have signed a contract to serve in the military reserve), the law does not provide for deferment or exemption in your case. The entry ‘reserve soldier’, however, has no bearing on your right to a deferment.
What should you do if the Military Registration and Enlistment Office is looking for you?
Can I submit an application simultaneously to ‘Reserve+’ and the ASC?
