On May 14, two new electronic services launched in Ukraine, significantly simplifying the process of obtaining a taxpayer identification number (TIN). Now, taxpayers can apply for a TIN through the “e-Consul” system or the “Diia” mobile app — without having to visit a tax office, submit paper applications, or endure long waits. The new features were presented during the Ministry of Digital Transformation summit. As noted on the website of the State Tax Service of Ukraine, this was announced by Lesya Karnaukh, Acting Head of the State Tax Service.


The implementation of these projects was made possible through the joint efforts of the State Tax Service, the Ministry of Foreign Affairs, the Ministry of Digital Transformation, and international partners.

How it used to be: weeks of waiting and trips to Ukraine


Before the launch of the new services, the procedure for obtaining a taxpayer card for Ukrainians abroad was cumbersome. Citizens had to contact diplomatic missions abroad, through which they sent letters with copies of documents to the State Tax Service, or even temporarily return to Ukraine to apply in person at a Taxpayer Service Center. The entire process took 2 to 4 weeks.

“e-Consul”: Taxpayer Card in 1–3 Days for Ukrainians Abroad


Thanks to the new service, every Ukrainian citizen residing abroad can obtain a taxpayer card electronically — including for children under 18. To do so, simply submit an electronic application and scanned documents via the “e-Consul” system. If desired, you can, as before, apply in person at a diplomatic mission abroad.


According to the head of the State Tax Service, the processing time has been reduced by a factor of 10. The card can be obtained within 1–3 days instead of the previous several weeks.


“A taxpayer card via the ‘e-Consul’ system saves taxpayers time and money on logistics that were previously required to obtain this service. The completed taxpayer card can be easily verified in the Diya app,” noted Lesya Karnaukh.


If, in addition to tax issues, you have broader immigration or legal questions — for example, regarding your status abroad, documents, or legalization — you can get online consultation from an immigration lawyer on the Visit Ukraine platform, without having to travel to see a specialist in person.




E-Card in Diya: Applying for Yourself and Your Child Without Visiting the Tax Office


The second new service is the taxpayer’s e-Card in the Diya app. Now you can apply for a taxpayer identification number (TIN) for your child or order your own e-card online directly from your smartphone. You can submit the application in just a few minutes, and the completed documents are immediately available in the app.


At the same time, the paper format and in-person visits to tax authorities or via the Taxpayer’s Electronic Office are not going away—for those who prefer the traditional method. All documents have equal legal force.


Digitizing this process is a logical step that reduces unnecessary burdens on both citizens and government agencies, and especially makes life easier for Ukrainians abroad, who previously had to spend time and money on logistics just to obtain a single document.
