Where to Find the Cheapest Mobile Plans in Europe in 2026: A Country-by-Country Comparison
Mobile service prices in Europe in 2026 range from €5 in Poland to €47 in Monaco, depending on the country and market competition. Find out where the best rates are for Ukrainians and how much service costs at home and abroad
In 2026, mobile service prices in Europe vary significantly from country to country. In some countries, a large data and calling plan can be obtained for 5–10 euros a month, while in others even basic plans cost several times more. As reported by Channel 24, citing data from Numbeo and SimFinder, the difference is explained by the level of competition among operators, household income, government regulation, and infrastructure development costs.

The cheapest mobile service in Europe: where do people pay the least?
The most affordable plans are traditionally offered by countries with high competition among operators. Poland consistently ranks among the countries with the cheapest mobile service in Europe. Basic plans cost between 5 and 9 euros per month. According to Numbeo, the average price of a plan with calls and 10 GB of data is 8.62 euros.
Italy has become cheaper following the entry of Iliad Italia into the market: competition has significantly driven down prices. Today, plans with large data allowances cost an average of 10.70 euros per month.
Spain, thanks to a large number of operators and budget brands — notably Lowi — offers plans with 50–100 GB of data at a moderate price. The average cost is €16.24 per month.
France has lower prices than Germany or the UK, but higher than in Poland and Italy. On average, a plan costs €19.28 per month.

Where is mobile service the most expensive?
Among major European countries, Germany remains one of the most expensive markets. Although budget options exist, the average plan with a generous data allowance often reaches €15–25 per month, and even more in the premium segment. According to SimFinder, a 10 GB data plan costs an average of €23.47.
The Netherlands also falls into the more expensive segment: high household incomes support higher rates. On average, people there pay about €21.09 per month for mobile service.
Communication is even more expensive in Norway — an average of 34.01 euros per month. The reason is a combination of several factors: high household incomes, significant operator costs to cover a large and geographically complex territory, as well as the generally high cost of services in the country.
It is worth noting separately the small but wealthy countries where communication prices reach their highest levels in Europe:
● Monaco — an average of €47.00 per month;
● Liechtenstein — €37.23 per month;
● Luxembourg — €26.60 per month.
The high cost here is primarily explained by the general level of prices and household incomes in these countries.
How much does mobile service cost in Ukraine?
For comparison — a price breakdown for the three major Ukrainian operators:
1. Vodafone offers the Flexx GO plan for 350 hryvnias per month (about 11.6 hryvnias per day). The package includes 25 GB of mobile data, 15 GB of which are available in 27 EU countries, as well as 500 minutes of calls within Ukraine and while roaming.
2. Kyivstar’s “ALL TOGETHER Comfort” plan costs 220 hryvnias per month (7.34 hryvnias per day). The package includes 10 GB of data with the option to use part of it abroad, unlimited calls within the network, minutes to other numbers, and an SMS package.
3. lifecell offers the cheapest option among major carriers — the “Lifecell S” plan for 100 hryvnias per month (about 3.57 hryvnias per day). The package includes home internet, 10 GB of mobile data, and basic conditions for use in the EU.
