Ukrainians planning a trip abroad are often worried about the availability of loans, mortgages, installments or open sick leave. This issue remains especially relevant in conditions of martial law and increased control at the border. At the same time, lawyers and state authorities emphasize: the mere fact of having a debt to a bank or being on sick leave is not a reason to restrict the right to leave Ukraine.


In 2026, the rules for crossing the state border for citizens of Ukraine continue to be based on the norms of the Constitution and special legislation. We figure out when a person may really not be allowed to leave the country, how to check for restrictions, and what has changed thanks to new digital services.


A loan or mortgage does not prohibit traveling abroad


Recently, messages have been regularly circulating on social networks that an outstanding loan automatically blocks the possibility of traveling abroad. In fact, this does not comply with the law.


The Ministry of Internal Affairs reminds that during border control, information about ordinary bank loans, mortgage agreements, installment payments or open sick leaves is not checked. Accordingly, such circumstances in themselves cannot be a reason for refusal of departure.


However, the situation changes if the credit debt has become the subject of judicial review and a corresponding court decision has been made or enforcement proceedings have been initiated against the debtor. In such a case, temporary restrictions provided for by law may apply.

The right to leave Ukraine is guaranteed by the Constitution


The Constitution of Ukraine guarantees everyone who is legally on the territory of the state the freedom of movement and the right to freely leave the territory of Ukraine. At the same time, the law allows for individual cases of temporary restriction of this right.


At the same time, a citizen of Ukraine cannot be deprived of the right to enter his own country under any circumstances.


To cross the border, citizens can use not only a foreign passport, but also certain special documents, in particular a diplomatic or service passport, a sailor's ID card or a crew member's ID card. To return to Ukraine, an ID card for returning to Ukraine is also used.

When can travel abroad be restricted?


The grounds for a temporary ban on travel are clearly defined by law. Most often, they are not related to the presence of debt as such, but to non-fulfillment of court decisions or requirements of the enforcement service. Among the main reasons:


- Non-fulfillment of a court decision or other obligations subject to compulsory execution;

- Presence of arrears in the payment of alimony;

- Being a wanted person;

- Application by the court of a preventive measure prohibiting travel abroad;

- Serving a sentence for a criminal offense;

- Being under administrative supervision of the police;

- Certain restrictions related to access to state secrets;

- Lack of necessary documents for crossing the border.


It is worth understanding that it is the court decision or the resolution of the enforcement service that are the key factors for entering information about restrictions into the relevant registers.


Special attention - alimony debts


One of the most common reasons for temporary restriction of the right to travel remains alimony debts.


If the debt exceeds the deadlines established by law, additional sanctions may be applied to the debtor, including:


- Prohibition of traveling abroad;

- Restriction of the right to drive vehicles;

- Restriction of the right to use weapons;

- Prohibition of hunting.


In addition, the law provides for financial penalties, the amount of which depends on the duration of the delay and the amount of the accumulated debt.


That is why experts advise checking for open enforcement proceedings and information in state registers before planning an international trip.

New service of the State Border Service of Ukraine: online restriction check


In 2026, the State Border Service of Ukraine significantly simplified the process of checking information for citizens.


In May 2026, the “Personal Account” service was launched, which allows you to check in real time the presence of temporary restrictions on traveling abroad.


Previously, to obtain such data, citizens had to send written requests and wait for a response for several weeks. Now the check takes only a few minutes.


How does the service work?


To use the system, you must:


1. Register via Diya.Pidpis, BankID, KEP or the ID.GOV.UA service.

2. Log in to your personal account on the portal of the State Border Service of Ukraine.

3. Submit an electronic request.

4. Receive the result of the check in real time.


The system shows whether there are temporary restrictions imposed on the basis of court decisions or resolutions of the state enforcement service.


At the same time, it is important to remember: the service does not reflect restrictions directly related to the requirements of martial law and mobilization legislation.

What do men need to travel abroad during martial law?


As of 2026, men aged 18 to 60 who have the right to travel abroad in accordance with current legislation must have a military registration document with them.


The document can be in both paper and electronic format. Its absence may be a reason for refusing to cross the border even if other necessary documents are available.

Is it possible to appeal a ban on leaving Ukraine?


Yes. If a citizen believes that the restriction was imposed by mistake or the grounds for it no longer exist, the decision can be appealed.


In the event of repayment of the debt or execution of a court decision, the executor must issue a resolution to cancel the relevant restriction.


A citizen may also apply to the court with an application to cancel the temporary ban. Decisions on the restriction of the right to travel may be appealed in accordance with procedural legislation.


The main conclusion for Ukrainians in 2026 remains unchanged: a loan, mortgage, installment plan or sick leave is not an automatic basis for a ban on traveling abroad. Risks arise only when it comes to court decisions, enforcement proceedings or other restrictions provided for by law.
