The Kyiv City State Administration’s website has published a draft order on raising fares for public transportation in the capital. According to the document, starting July 15, 2026, the cost of a ticket for the metro, bus, tram, trolleybus, and funicular will increase to 30 hryvnias. A monthly unlimited pass for all modes of transportation will cost 4,875 hryvnias.

For comparison: as of May 2026, the fare for Kyiv public transportation is 8 hryvnias, and a monthly pass costs 800 hryvnias. In other words, prices are nearly quadrupling.

To understand how Kyiv will compare to other European cities, it’s worth looking at the actual rankings of monthly pass prices in EU capitals and beyond. Novyny.LIVE reports on this.

Where in Europe is public transportation the most expensive: a ranking of capitals

London tops the list in terms of cost. In the British capital, fares depend on zones, time of day, and payment method. A single ride on a bus or tram costs just over 2 euros, while a metro ride starts at 3.6 euros. A monthly pass covering all zones and modes of transportation costs 235 euros.

Stockholm ranks second: a single-ride ticket costs about 3.5 euros, and a monthly pass costs 166 euros.

Next in the ranking of monthly passes:

● Madrid (Spain) — 142 euros

● Berlin (Germany) — 114 euros

● Rome (Italy) — 96 euros

● Paris (France) — 90.8 euros

● Helsinki (Finland) — 57 euros

● Vienna (Austria) — 51 euros

● Tallinn (Estonia) — 30 euros

● Riga (Latvia) — 30 euros

● Vilnius (Lithuania) — 29 euros

● Warsaw (Poland) — 28 euros

● Budapest (Hungary) — 26.32 euros

● Prague (Czech Republic) — 22.62 euros

● Bratislava (Slovakia) — 22 euros

The cheapest public transportation in Bucharest: a single ride on surface transit and the metro costs just 0.6 euros, and a monthly pass costs 15.36 euros.

After the fare increase in July 2026, a monthly pass in Kyiv will cost approximately 96 euros at the current exchange rate. This puts Kyiv on par with cities in Western Europe—and above most capitals in Central and Eastern Europe.

To put this in perspective: after the price increase, a Kyiv pass will be:

● almost the same as in Rome (96 euros);

● more expensive than in Paris (90.8 euros);

● three times more expensive than in Warsaw (28 euros);

● nearly six times more expensive than in Bucharest (15.36 euros).

At the same time, income levels in Kyiv remain significantly lower than in Rome or Paris, making this comparison particularly telling for the capital’s residents.
