Restoring tourism during the war: how much tax did Ukraine's tourism industry bring in this year?

Despite the full-scale invasion of russia, the tourism industry in Ukraine continues to develop and pay taxes. Even russia's constant attacks on tourism infrastructure have not forced Ukrainian tourism to stop. For example, the sea pearl of Ukraine, Odesa, has repeatedly suffered from russian aggression, including the historic city center and the sea station.

But for comparison, in the first 9 months of 2021, the pre-war year, only 18% more taxes were paid than in the same period of the current year. This means that despite a significant reduction in the tourism industry, Ukrainians and foreign visitors continue to travel around the country even in such a difficult time.

How much tax did the tourism industry pay in 2023?


According to Mariana Oleskiv, Head of DART Ukraine, taxes are currently one of the main indicators of the tourism industry's performance.


Thus, in the first 9 months of 2023, representatives of the tourism industry of Ukraine paid UAH 1 billion 451 million 317 thousand in taxes, which is 13% more than in the same period in 2022 (UAH 1 billion 283 million 180 thousand). For comparison, in 2021, i.e. before the full-scale invasion of Russia, the tourism industry brought in UAH 1 billion 778 million 924 thousand in the first 9 months, which is 18% more than this year.


- Hotels paid the most taxes - UAH 916,647.7 (63.2%);

- Other temporary accommodation facilities - UAH 145,769.4 (10.0%);

- Tour operators - UAH 142,197.6 (9.8%);

- Travel agencies - UAH 138,015.6 (9.5%);

- Vacation and other temporary accommodation facilities - UAH 106,385.1 (7.3%);

- Campsites and parking lots for residential caravans - UAH 2,302.0 (0.2%).

How has the number of taxpayers changed during the war?


As of 2021, the total number of taxpayers in the tourism industry was 23,540, including: 7,055 legal entities and 16,485 individuals. However, since the beginning of the full-scale invasion, there has been a gradual decline in their number. Thus, in 2022, the total number decreased to 16,951 people (4,518 legal entities, 12,433 individuals), and in 2023 to 15,032 people (3,424 legal entities, 11,608 individuals).


In percentage terms, in the first 9 months of 2023, the total number of taxpayers decreased by 11% compared to 2022 and by 36% compared to 2021 pre-war. However, the amount of taxes paid, despite the overall decline, is growing and has almost returned to pre-war levels.
