After the start of the full-scale invasion, Poland adopted a special law on assistance to Ukrainian citizens, which does not provide for the mandatory receipt of a PESEL UKR. However, the draft law will soon be amended, which will come into effect on March 1, 2023. We tell you what will change for Ukrainians.


Mandatory PESEL UKR for refugees from Ukraine


Currently, the Polish government is preparing changes, according to which all Ukrainians in Poland must issue a PESEL UKR.


Why do you need such a document?


The presence of PESEL UKR allows Ukrainians to receive social benefits, use state medical services, officially work and study.


Previously, the PESEL registration was left to the discretion of Ukrainians, but this year it will change.


How can refugees from Ukraine issue a PESEL UKR?


The corresponding document is issued in the communes (gminy) at the place of residence or in specially organized places. Find out where to apply for a PESEL number here.


To obtain a PESEL UKR, you must prepare and take the following documents with you:


• Special statement. You can write it by hand or fill it out electronically, be sure to print it after filling it out;

• An identity document. This must be the document with which you crossed the border;

• Photo size 35*45 mm.


In addition, when submitting an application, fingerprints will be taken from persons older than 12 years. Adults and children over 12 years of age must be present when submitting documents.


According to the new changes, Ukrainians who have arrived in Poland are now given 30 days to complete the document. Receiving the document is free of charge.


What payouts are available with PESEL UKR?


Without PESEL UKR, you will not be able to receive a one-time payment of PLN 300 and monthly child benefit under the 500+ program, as well as under the Family Capital (Rodzinny kapitał opiekuńczy) program.


Importantly! If you leave Poland for more than 30 days, you will lose your UKR status and, accordingly, all benefits. After returning, you will be able to restore your status and receive financial payments again.

What is a trusted profile (Profil zaufany)?


Profil zaufany is an electronic profile on the website of the state services that allow you to confirm your identity online when solving various issues with state institutions. The profile contains personal data (name, surname, date of birth and PESEL number), thanks to which you can solve various official matters online: sign statements (letters) that need to be sent to government institutions and automatically exchange data.
