How foreigners can get a job in Ukraine: rules and necessary documents

Despite the full-scale war, many foreigners continue to work in Ukraine. At the same time, the resilient Ukrainian business attracts new employees from abroad. They are often invited to work for foreign companies, diplomatic missions, and the media. Here are the steps foreigners need to take to work legally in Ukraine.
Rights of foreigners
According to the Constitution of Ukraine, foreign nationals legally residing in Ukraine enjoy the same rights as Ukrainians. Therefore, they have the right to work, and their labor activity is regulated by the Labor Code.
In Ukraine, foreigners can be employed by both legal entities and private entrepreneurs.
Important! The document that legalizes a foreigner's stay in Ukraine is a permanent residence permit. Read on to learn how to obtain it.
Peculiarities of hiring foreign nationals
If a foreign national does not have a permanent residence permit, he or she must have a work permit. The main thing to keep in mind is that the employer must obtain a work permit for foreigners issued by the State Employment Service. This document gives the government the right to hire foreigners for a specific job or position.
Please note that:
● A potential employee does not need to apply for a work permit on his or her own;
● A work permit is not required for job searching.
If a foreigner is invited to work for a Ukrainian company, he or she should find out whether he or she has the appropriate permit and, if necessary, provide the documents to the employer.
In order for the employer to obtain a work permit, a foreigner needs to prepare the following documents:
● a copy of the passport with a translation into Ukrainian;
● a 3.5×4.5 cm color photograph;
● a copy of the diploma of education.

Who does not need a work permit
Certain categories of foreigners do not need to obtain a work permit.
● foreigners who have a permanent residence permit in Ukraine
● foreigners with refugee status or an immigration permit
● employees of foreign mass media
● foreigners invited to teach in higher education institutions;
● athletes, artists and workers in the field of art.
Permanent residence permit: how to obtain it
A foreigner's residence permit exempts the employer from obtaining a work permit. To obtain it, you need to submit a special application and certain documents to one of the following institutions:
● Territorial office of the State Migration Service (SMS) of Ukraine;
● Territorial subdivision of the SMS;
● State enterprise "Document"
● Administrative service center.
Before applying to the institution, a foreigner must prepare the following documents:
● A passport with a type D visa and a translation into Ukrainian;
● An identity document of the legal representative and a document confirming the authority of the person as a legal representative (if the documents are submitted by the legal representative);
● A copy of the decision to grant an immigration permit. Read how to get it here;
● Confirmation of payment of the administrative fee.
In addition to employment, a residence permit allows a foreigner to reside in Ukraine, open bank accounts, pay taxes, and apply for visas to travel to other countries.

The simultaneous stay of visitors in the hotel lobby not more than one person per 10 square meters of serviceable area is allowed.
