Montenegro: entry rules and temporary protection for Ukrainians in 2024

Although Montenegro is not a member of the European Union, it has also simplified the requirements for entry and stay for Ukrainian citizens. Learn more about the documents required to cross the border and how to obtain temporary protection in Montenegro in 2024

Since the beginning of the full-scale invasion, most European countries have simplified the conditions for crossing their borders for refugees from Ukraine, and Montenegro is no exception. To enter the country, Ukrainians need:

1. A valid biometric or non-biometric passport and its copies;

2. Internal passport and its copies;

3. A document confirming family ties for crossing the border with minors (birth certificate, parental consent to accompany and departure).


As you know, refugees from Ukraine are not required to have insurance. However, if you are visiting Montenegro for tourist purposes, an insurance policy is mandatory, regardless of the country of origin. No proof of vaccination or test is required to enter Montenegro, entry is free. The Embassy also informs that entry with pets is allowed with or without any available documents for the animal.

Persons who do not wish to obtain temporary protection status can stay in Montenegro as tourists. To do so, they must have a biometric or regular passport valid for more than 180 days from the date of entry.


Rules of entry to Montenegro for Ukrainian citizens in 2024


Citizens of Ukraine need the following documents to enter the territory of Montenegro in 2024:

1. Valid biometric or ordinary passport and its copies;

2. Internal passport and its copies;

3. Birth certificate for minors.

If you do not have any of these documents, or have any other problems upon entry, you can ask the police for temporary protection or asylum (azil) right at the border. In such situations, Ukrainian citizens are allowed to enter with any available documents. Obtaining temporary protection for Ukrainians in Montenegro


In order to obtain temporary protection in Montenegro, you need to apply to any regional department of the Ministry of Internal Affairs of Montenegro. There, you will be asked to submit an application, take a photo, and have your fingerprints taken. The application can take up to 30 days to be processed.

In case of a positive answer, you will receive the status of a foreigner under temporary protection in Montenegro. This status is granted for at least 1 year with the possibility of extension.

You can apply for temporary protection regardless of the date of entry or length of stay in Montenegro. This status provides persons with the following rights and opportunities:

1. Healthcare (free medical care in public institutions);

2. Primary and secondary education (school and kindergartens are not included);

3. Employment;

4. Family reunification.

There are no restrictions, including the right to move freely around the country and change your place of residence/work. You can return to Ukraine at any time (temporary protection is automatically terminated). You can also freely travel abroad, but before traveling, you must notify the Ministry of Internal Affairs of Montenegro of the reasons and duration of such a trip.


Do I need a Green Card to drive to Montenegro?


Starting from June 1, 2022, the Green Card insurance policy is mandatory for traveling abroad by car, regardless of the status of stay. Therefore, Ukrainian refugees in Montenegro with their own car with Ukrainian registration need a Green Card.

A Green Card is the necessary insurance for traveling abroad by car outside Ukraine for safe travel. It takes a few minutes to apply for an insurance policy. All you need to do is follow the link, provide the necessary data and pay for the service.


Where can refugees from Ukraine get help?


Every refugee from Ukraine can apply to the Red Cross and Ukrainian centers in Montenegro. They will provide you with all possible support: legal advice, humanitarian aid, help with finding a job, or even housing.
